PROJECT SUMMARY: The applicant proposes to recover land lost due to erosion along a residential lot over a two year period. The work proposed includes the filling of 1,650sf of shallow bottom. Nancy McHugh Field Investigation Report Page 2 Project Setting The applicant, Nancy McHugh is the owner of a vacant lot located at the end of Hunt Club Trail, Lot 35, Section N, Holiday Island Subdivision, in Perquimans County. The property is a .55 acre (23,958 square foot) pie shaped lot bounded by two developed residential lots. Ms. McHugh is the owner of the adjacent lot (36 -N) to the north of the property in question. Lot 35 is situated adjacent to the mouth of a man -made canal system facing south towards the Albemarle Sound. Flora on the property is limited to a six trees including Carolina Red Maple (Acer rubrum), Mimosa (Albizia julibrissin) and Shortleaf Pine (Pinus echinata); and a mix of domestic grasses and weeds. Fauna on and near the property is common to rural/residential neighborhoods in the area and includes, but are not limited to a variety of small mammals, possum, snakes, deer, raptors, songbirds and water fowl. The elevation of the lot along the shoreline is 2' to 5' above normal water level (NWL). Water depths along the old bulkhead alignment are 1.5' to 2' below NWL. Soil on the property is old spoil placed on the property when the canal system was excavated to create Holiday Island. Shoreline erosion control structures adjacent to the project site are bulkheads. In the case of the applicant's lot a large breach formed along the south side of the property as a result of severe storms beginning with Hurricane Irene in 2011 that removed 59' of bulkhead. The breach along the applicant's bulkhead is 1 00' x 16.5' (average) or 1,650 square feet (sf), with a high bank that is an average of 4' above the water bottom. Erosion along the applicant's shoreline has increased over the past year as evidenced by a comparison of available aerial photography and onsite findings. The erosion is depositing the sediment into the canal, shallowing water depths adjacent to the remnant bulkhead. There is a 59' gap in the bulkhead along the 100' breach. Approximately 26' of bulkhead is 3' to 12' water ward of the NWL the east side, and a 15' section of bulkhead is 3' to 8' water ward of NWL on the west side of the breach. Existing vertical tiebacks/dead men for the original bulkhead are visible within the breach. The Water Classification for the Albemarle Sound adjacent to Holiday Island is SB and is closed to shellfish harvesting. No submerged aquatic vegetation is growing within the proposed work area or in the immediate surroundings. There are no known archeological sites on or near the applicant's property. Development Proposal The applicant, Nancy McHugh, proposes to repair 100' feet of bulkhead along a breach in an existing bulkhead, and backfill the area with dirt from existing high ground on the property and from a locally available high ground source. Approximately 244 cubic yards of fill will be required to repair the 100' x 16.5' breach and will result in the filling of 1,650sf of shallow bottom. It is anticipated that approximately 6,612sf of high ground will be disturbed during the construction and backfill activities. The replacement bulkhead is proposed along the same alignment of the original bulkhead as shown on the drawing submitted and in the attached photographs. Anticipated Impacts The project, as proposed, will result in the filling of approximately 1,650sf of shallow bottom and the disturbance of 6,612sf of high ground. The total area of disturbance will be approximately 8,262sf. It is anticipated that temporary turbidity of the water will occur during construction of the bulkhead. Stabilization of the shoreline along the applicant's property will reduce the overall amount of sediments washing into the adjacent canal.
