Dear Ms. Henson:
Based on the conversation that I had with you ;during the last inspection -Clarifier #2 was
taken out of service in order for the. contractor to collect information;regarding the
replacement of the,drive mechanisms _This process;did not 'take as long as we thought it
would that's why we did not inform you of the clarifier being out of operation. The
Clarifier is operational.-= ' �' x

On March 20, 2002 ,theCity of Laurind the Milltronics flow meter calibrated at
the wastewater treatment plant by Jun Haven of Jeri HavenIic. The previous calibration
of the meter in 2001X4asdone witil thetmeasure nents-for a 30°V-Notch�weir when the
actual size of the weir is a 60°V Notch weir To;venfy the'size of the weir we consulted
with the county engineer and he veinf ed the findings of Mr. Haven. 'Therefore we can
assume that the flow being measuredPwas` approximately halfof the actual.flow. The
plant is currently rated, for thirty (;030) thousand .gallons per day and.*ith:the corrected
calibration the treatment plantfflow is in excess of the permit;limit onimost. days. This
excess flow puts the plant in violation of thel NPDES "permit. (Average lV onthly Flows)
Ms. Belinda Hinson of the regional office made the suggestion that you could have an
engineer evaluate the plane's capacity to determine if it could be increased and if so we
could request an amendment to the NPDES permit We suggest that you inspect your
discharges into the treatment plant to determine ;that of l`y the domestic sewage is going to
the plant. We assume that as an alternative to expanding the wastewater plant your
facility could discharge your domestic waste to the Laurinburg-Maxton Airport's waste
treatment plant collection system.
From our previous conversations we understand you have already contacted Ms. Kitty
Kramer of the regional office and you are working with her to address this situation.
Please advise us as to what measures are being taken to handle the additional flow. The
treatment plant will be in violation of its NPDES permit for every day there is a flow over
thirty thousand gallons per day, therefore you need to do what is necessary to correct this
violation as soon, as possible as this could possibly result in additional parameters
exceeding permit limits.

Dear Ms. Henson:
This letter is to notify you that Aerator # 3 locatedon the'extended aeration side of the
Leith Creek Wastewater Treatment" Plant is out of operation '::We do not.foresee any
operational problems due to this; equipment failure.' We will notify your office as soon as
repairs are completed:
Also the flow meter located at the cascade is out of operation and wearer in the process of
obtaining a loaner to replace it while repairs "arebeing made ,`If we are successful in

This letter is to notify you that Clarifier #2 at the Leith Creek WaStew6ter Treatment
Plant is out of operation. We are installing a new clarifier and the contractors advised us
that it would take about 3 to 4 weeks to complete this project. We do not foresee any
problems resulting from this and we will notify your office as soon as the new clarifier is
operational.

We also have Clarifier #1 out of operation to replace the drive with a new unit and the
Climber screen located at the Influent Pump Station is out, of operation and being
replaced with a new one.
