Sullins, Deputy Director Division of Water Quality November 4,.2003 Mr. Robert Ellis City of Laurinburg PO Box 249 Laurinburg, NC 28353 SUBJECT: Flow Meter City of Laurinburg Leith Creek WWTP NPDES Permit NC0020656 Scotland County • Dear Mr. Ellis: Our office is in receipt of the letter from J S Dismuke Co., Inc. concerning the influent flow meter incorrectly reporting on the July 2003 Discharge Monitoring Report (DMR). If it is believed that this incident was not an isolated case, then the City should replace the influent flow meter with one that can read a higher range of flows. The facility should begin to keep a rain gage on site and report rainfall daily on the DMR beginning with the month of November 2003. As a reminder preservation of the Waters of the State can only be acquired through consistent NPDES permit compliance. If you or your staff have any questions, please call me at 910-486-1541. November 3rd and 4th Dear Ms. Henson: The contractors informed the City of Laurinburg that the EQ Basin project has been completed and is back in service. Based on this information we would like to inform your office that on November 3rd we will begin diverting all of our influent flow to the EQ Basin in order for the contractors to complete the project at the cascade aerator. The reason for this is to do a final concrete pour on the bottom floor at the cascade aerator. The contractors requested that the flow be diverted for 2 days.
