The Compliance Evaluation Inspection was conducted by Belinda S. Henson, Dale Lopez and Don Register of the Fayetteville Regional Office. The cooperation of Mr. Robert Ellis, Grade IV ORC/Wastewater Director and Ricky Odum, Grade III Backup Operator was appreciated. The facility was found to be in Compliance with permit NC0020656. Please respond to the following items in writing to our office by March 31, 2004 explaining the corrective actions taken to resolve the issues: 1) Repair of three (3) influent pumps 2) Bar screen clogging due to excess grease flowing through the headworks 3) Grease balls floating on the surface of the effluent in the chlorine contact tank 4) Industrial Waste Survey (IWS) forms should be submitted to the following industries: Scotland Container and the new industry (that produces the soap product) to assist the City with operating the wastewater facility and to continue with NPDES compliance. As a reminder it is stated in the NPDES permit Part III Section C. Pretreatment Programs 2. Industrial Waste Survey -``The permittee shall update its Industrial Waste Survey (IWS) to include all users of the sewer collection system at least once every five years". The facility should repair the influent pumps as soon as possible to assist in operating and maintaining the facility. During the inspection the (3) influent pumps were primed and started while you r were on site during the inspection 2. Enclosed please find a customer pamphlet that we::distribute to' the customers to educate the citizens on whatnot to put in our, sewer system to hopefully eliminate excess grease flowing in our head works:. We are -also implementing a Fats, Oil and Grease Ordinance which we areenclosing to hopefully eliminate future problems such as this. 3. We are making some modification to the skimmers on the clarifiers to help eliminate the amount of water that is running off of the skimmer toward the inside weir that will -prevent the vortex action that is causing the grease to go up under the inside weir:' which allow the grease to enter the contact chamber. If this does not eliminate the problem' we plan to extend the length of the inside weir at the skimmer box. 4. We have submitted the Industrial Waste Survey short form to Scotland Container and the Industrial Waste Survey long form to Qual-Pak (formerly Abbott).
