Allowing this to occur will leave a large amount of SAV impacted by the footprint. This is why I have proposed the removal of the breakwater in the "cove" area that will be impacting SAV (in this instance an invasive species). Although this species is invasive it still provides habitat benefits (refuge and water quality). I need to touch base with him again, as he has been considering your proposal, and I need to obtain his feedback. Some additional clarification is needed from DMF as well. Referring to the marked -up drawing from Roberto, in both areas C and D marked on that drawing, the alignments agreed to in the field stopped short on the northern extent of each alignment of reaching, or overlapping, the bulkheads to the north. This leaves the wetlands intended for protection in these 2 areas open to winds and waves ranging from the N -NE -E across the Sound, and kind of defeats the purpose of the rest of the alignments. Was it your intent that these gaps would have to be left unprotected, or did you intend to invoke the possibility that was discussed in the field of continuing from these points with pile /sheetpile breakwater to effect the rest of the needed protection for these 2 areas? It was also a bit of a surprised to see your suggestion to remove all of the alignments from west and south of the proposed bulkhead, along the "cove" shoreline. While in the field I thought you were indicating that SAV in these areas was predominantly, if not completely, Eurasian Water Millfoile, an invasivie specie, and I inferred, perhaps wrongly, that this meant that these alignments, north of the boatramp would be ok. As the wetlands along this shoreline erode, the useable, buildable area of lots 13 and 14 (and to a lesser extent lot 12), diminish accordingly, and Mr. Andronowitz has significant, and understandable concerns over the proposal to have these shorelines do without protection. I will get back to you again as soon as I am able to have a further discussion with Mr. Andronowitz on these matters. In the meantime, if you could provide feedback on the above, that would be helpful in our considerations. After walking the site with you on Monday (7/22/13) and talking it over I hope that we have come to a resolution that works. As we walked the alignment we moved the center line to areas that are currently void of SAVs. On several locations when we tried to find a route to return the breakwater back into land we encountered areas that had SAV present (patches and 100% coverage). In order for DMF to be OK with the project's SAV impacts that we could not avoid, we would require several conditions. The first condition would be that the alignment follows what we marked on site on July 22, 2013. The second condition would include the removal of the entire breakwater from the northern most point new proposed breakwater (marked B1 on attached map) extending south to and past the ramp, removing the entire breakwater within this area. Removing this section of the breakwater will minimize the impacts from this project. After visiting the site again there is SAV present and there is minimal erosion in the dock /ramp area due to the protected nature of the bay. Boat wake impacts should also be minimal in this area due to the marina location. In addition to the removal of this portion of the breakwater, the NCDMF also proposes that the applicant connects the southernmost breakwater and the breakwater just to the north east (ED on attached map). This will minimize the footprint of the project while avoiding some SAV habitat. If these conditions are met along with the openings as described in the earlier conversations, the NCDMF can remove its objections. If you have any questions please let me know. I was able to confirm with the owner yesterday evening an agreement to go forward with staking the alignments of the proposed riprap sills. I plan to try to get out there this week to stake the GPS points we have for what is on the drawings. I believe that I will be able to have this done at least by Wednesday next week. If you proceed with scheduling your site visit for after next Wednesday, the alignments should be all staked. We look forward to working with you to identify acceptable alignments that have sufficient minimization of impacts.
