Introductions • R. Marsh provided opening remarks and each attendee noted their name and who they represented (see attendees list) 2. Contract Highlights (Marsh) • Noted the Date of Availability as August 30, 2021, and the Completion Date as October 26, 2026, and associated liquidated damages. • Noted the Substantial Completion Date of May 1, 2026 (ICT #1) and associated liquidated damages. • Noted Day & Time Restrictions for lanes closures (ICT #2) and associated liquidated damages. • Noted other Intermediate Contract Times as shown in the contract document 3. Utility Update (Handlin) • Noted effort put into getting utilities relocated & challenges due to funding and shutdowns • Noted Duke Energy is partnering to provide as many resources as possible • Noted that power had been relocated in the area from Hodges Chapel Rd. interchange south to Jonesboro Rd. • CenturyLink has begun relocations in this area • Noted the next area of focus for Duke Energy is around the Spring Branch Rd. interchange • Noted some of the natural gas facilities have been relocated by Piedmont Natural Gas • Noted various other utility owners including the Town of Benson, the City of Dunn, and Harnett County. • The Contractor questioned if as-builts are being updated as utility relocations are completed? • It was noted that this was not being done • R. Wise noted that the utilities as shown in the UBO plans should be close to the final locations and no issues are anticipated • Clarification from the contractor noted that the question pertained to the status of completing the relocations and related updates • The PNG representative noted hitting contaminated soil near the Burger King. • C. Linn asked how the contractor may assist with relocation efforts • R. Handlin noted identifying priorities areas would be helpful • A suggestion was made to begin the project with a monthly utility update meeting • Action Item - R. Wise will set up the suggested meeting • R. Right of Way (Baggett) • Noted NCDOT and is staying on top of claims and trying to get all acquisitions completed as quickly as possible • R. Marsh noted parcels listed in contract document that have delayed entry 5. Permits (Rerko) • Noted there will be ongoing coordination with ACOE representatives • Anticipates at least one ride-through review per month • noted planned meetings • R. Marsh noted NPDES record keeping as being important 6. Contract items (Marsh). The following items from the contract were noted and briefly discussed: • Specialty items • Asphalt mixes and liquid price • Permanent vegetation • Payout schedule by year • State Fiscal Year noted as July to June • MB/WB goals • Noted that goals were met b he Contractor • R. wise noted replacement requirements • Restrictions on ITS equipment • Drone usage • R. Wise noted form for approval to be submitted to NCDOT • Equipment idling guidelines • Partial payment for concrete barrier • Guardrail/guiderail maintenance • Cooperation between contractors • Noted I-5986A & I-5986C as ongoing projects • Twelve-month guarantee • No outsourcing • Erosion and stormwater certification • J. Bullard noted need for reclamation plans • Clearing & Grubbing by Method III • NCDOT may provide further guidance on clearing small patches of trees with the Supplementary Clearing & Grubbing pay item or other means if necessary • No open burning on right of way • Temporary detours, slopes and fill slope material • The Contractor noted that no combustible materials or manufactured quarry fines will be used • Fabric under slabs to be utilized • Asphalt Binder was $473.18 per ton on May 1, 2021 • R-16 automated machine guidance, contractor to provide one rover unit • NCDOT will coordinate with the Contractor after the meeting regarding the possibility of providing additional devices FINAL MINUTES Gannett Fleming / NCDOT Div. 6 I-95 Program Management Page 3 of 6 • R-17 supplemental surveys rates • Median hazard protection to be paid by the linear foot • The contractor noted that the likely guardrail subcontractor is Bullington • R-47 permanent seeding and mulching incentive • Standard Special Provision • SSP-8 Title VI and Non-Discrimination • R. McNeill noted to the Contractor to make sure to be aware of requirements and to verify that the trucking plan satisfies the required 50/50 ratio. • R. McNeill ask if Hyatt Mason is listed for labor or for labor & materials • Action Item - The Contractor will further investigate • The Contractor noted that they have an On-the-Job Training program • Geotech specs for various items • R. Wise noted aesthetic requirements for walls • The Contractor noted they would submit test patterns • Contaminated soil requirements • The sealed drainage system on I-5878 was specifically noted • Only non-metal snow plowable markers allowed • Attention was brought to the item of making sure temporary markers are removed and pavement patched on lane shifts • R. Wise noted contract requires removing • ADA requirements for pedestrians • Glare screen locations • TC-6 sequential flashing warning lights • Work zone presence lighting, performance markings, etc. • High visibility devices, connected devices • Attention was brought to coordination with State Traffic Operations Center • J. Flowers noted the Division is planning to do supplemental agreement to have a towing contractor to cover the entire work zone • J. Flowers asked when traffic impacts were expected to begin • The Contractor noted around the end of September 2021 • Statewide lighting maintenance (LT-22) & Special Provisions for street lighting • The maintenance contractor was noted to be Brady Services contract handled by NCDOT Central Unit) • The Contractor noted Carolina Power will be the subcontractor performing the signal work • Structures • The Contractor noted that Truesdale will be the subcontractor performing the PPC overlays • R. Wise noted the NC 50 bridge will require salvaging of aluminum rail and delivery to the NCDOT Bridge Maintenance yard in Johnston County. • Sound barrier walls were noted to have the same aesthetic requirements of other walls. • The Contractor noted they have not received a copy of the executed contract • R. Wise noted the appropriate documents required to be furnished at the preconstruction meeting had been received from the Contractor. • The Contractor noted they use Procore software for document storage and handling. • Division staff noted openness to this approach. • R. Marsh asked for any comments from the on-line meeting participants. • S Cummings (Harnett County Water) asked about utility items. It was noted that these would be covered under a separate meeting. 7. As her was no more discussion the meeting concluded and was adjourned at 1:56 PM. 8. Post meeting, J. Salisbury noted the need to set up a standing safety meeting as well as a Work Zone Traffic Control kick-off meeting. • Action Item – The Contractor to propose dates for these meetings.
