This Pre - Construction Notification (PCN) package is being submitted to NCDENR -DWQ requesting 401 Water Quality Certification. The required application fee of $240 is enclosed. The plans for the project have been reviewed and approved by Jackson County, NC. Appropriate best management practices will be utilized to control erosion during the project. All disturbed land surfaces will be stabilized upon completion of the project. As part of their FERC Approved Recreation Management Plan, that was reviewed and approved by Federal, State, Local agencies, and stakeholders on July 24, 2012, Duke Energy has agreed to make improvement and upgrades. These improvements are part of Duke Energy's approved Recreation Management Plan. The General Permit 198200030 authorizes maintenance, repair, and construction activities in Lake Glenville which is regulated by Duke Energy. The boat ramp was in disrepair and needs replacement. General Permit 198200030 allows for replacement of the boat ramp and the addition of the floating courtesy dock. 1 b. Name of Project: Pine Creek Access Area Boat Ramp Replacement 3a. Names recorded on Deed: Nantahala Power & Light Co. (Duke Energy Carolinas, LLC) B. Project Information and Prior Project History B3. Project Description: 3a.: Existing conditions at the site are the existing boat ramp that is in disrepair and needs to be removed and replaced. A floating courtesy dock will be installed adjacent to the boat ramp for safe use by the public. The project site area is bounded on the north by W. Pine Creek Road and undeveloped properties. Adjacent properties to the east, west and south are lake front properties on Lake Glenville. 3d.: The purpose of this project is to replace the existing damaged boat ramp and provide the public with a floating courtesy dock adjacent to the new boat ramp at the Pine Creek Accress Area on Lake Glenville. The project is within Duke Energy's FERC License #2686. As part of their FERC Approved Recreation Management Plan that was reviewed and approved -by Federal, State, Local agencies, and stakeholders (approved on July 24, 2012), Duke Energy has agreed to make improvement and upgrades to access areas on Lake Glenville. This new boat ramp and floating courtesy dock will be used by the public to provide safe access on Lake Glenville. 3e.: Duke Energy will remove the damaged concrete boat ramp and install a new concrete boat ramp and a floating courtesy dock. American Disabilities Act (ADA) compliant parking space and sidewalk will be provided to the ramp area. The boat ramp will be approximately 15 feet wide, approximately 98 feet long, 8 inches thick with stone underneath. The concrete ramp will be constructed using a "pour and push" method, where the ramp is formed and poured upland on shore and then pushed into its final location after the concrete has properly cured. A concrete abutment for the floating courtesy dock will be installed. A 100 ft. long by 8 ft. wide floating dock will be securely attached to the abutment. There will be a concrete dock pad 8 ft. wide, 60 ft. long and 6 inches thick under the floating dock. Appropriate grading equipment will be utilized to level the area to the boat ramp specifications. Appropriate sediment and erosion protection best management practices (BMPs) will be utilized to protect the waters of Lake Glenville.
