The project also includes 329 If (0.07 mi.) of approach roadway improvements. In accordance with Neuse River Buffer Regulations, the bridge does not contain deck drains. All runoff from the roadway not captured by this drainage system will flow across the vegetated roadway shoulders into existing roadside swales or wetlands. C. Wildlife Resources Commission (NCWRC) have reviewed the information provided and have the following preliminary comments on the subject project. Our comments are provided in accordance with provisions of the National Environmental Policy Act (42 U.S.C. 4332(2)(c)) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661- 667d). Our standard recommendations for bridge replacement projects of this scope are as follows: 1. We generally prefer spanning structures. Spanning structures usually do not require work within the stream and do not require stream channel realignment. The horizontal and vertical clearances provided by bridges allows for human and wildlife passage beneath the structure, does not block fish passage, and does not block navigation by canoeists and boaters. 2. Bridge deck drains should not discharge directly into the stream. 3. Live concrete should not be allowed to contact the water in or entering into the stream. 4. If possible, bridge supports (bents) should not be placed in the stream. 5. If temporary access roads or detours are constructed, they should be removed back to original ground elevations immediately upon the completion of the project. Disturbed areas should be seeded or mulched to stabilize the soil and native tree species should be planted with a spacing of not more than 10'x10'. Clearing the area with chain saws, mowers, bush -hogs, or other mechanized equipment and leaving the stumps and root mat intact, allows the area to revegetate naturally and minimizes disturbed soil. 6. A clear bank (riprap free) area of at least 10 feet should remain on each side of the steam underneath the bridge. 7. In trout waters, the N.C. Wildlife Resources Commission reviews all U.S. Army Corps of Engineers nationwide and general `404' permits. We have the option of requesting additional measures to protect trout and trout habitat and we can recommend that the project require an individual `404' permit. 8. In streams that contain threatened or endangered species, NCDOT biologist Mr. Logan Williams should be notified. Special measures to protect these sensitive species may be required. NCDOT should also contact the U.S. Fish and Wildlife Service for information on requirements of the Endangered Species Act as it relates to the project. 9. In streams that are used by anadromous fish, the NCDOT official policy entitled "Stream Crossing Guidelines for Anadromous Fish Passage (May 12, 1997)" should be followed. 10. Sedimentation and erosion control measures sufficient to protect aquatic resources must be implemented prior to any ground disturbing activities. Structures should be maintained regularly, especially following rainfall events. 11. Temporary or permanent herbaceous vegetation should be planted on all bare soil within 15 days of ground disturbing activities to provide long -term erosion control. 12. All work in or adjacent to stream waters should be conducted in a dry work area. Sandbags, rock berms, cofferdams, or other diversion structures should be used where possible to prevent excavation in flowing water. 13. Heavy equipment should be operated from the bank rather than in stream channels in order to minimize sedimentation and reduce the likelihood of introducing other pollutants into streams. 14. Only clean, sediment -free rock should be used as temporary fill (causeways), and should be removed without excessive disturbance of the natural stream bottom when construction is completed. 15. During subsurface investigations, equipment should be inspected daily and maintained to prevent contamination of surface waters from leaking fuels, lubricants, hydraulic fluids, or other toxic materials. If corrugated metal pipe arches, reinforced concrete pipes, or concrete box culverts are used: 1. The culvert must be designed to allow for aquatic life and fish passage. Generally, the culvert or pipe invert should be buried at least 1 foot below the natural streambed (measured from the natural thalweg depth). If multiple barrels are required, barrels other than the base flow barrel(s) should be placed on or near stream bankfull or floodplain bench elevation (similar to Lyonsfield design). These should be Bridge Memo Page 3 August 17, 2012 reconnected to floodplain benches as appropriate. This may be accomplished by utilizing sills on the upstream and downstream ends to restrict or divert flow to the base flow barrel(s). Silled barrels should be filled with sediment so as not to cause noxious or mosquito breeding conditions. Sufficient water depth should be provided in the base flow barrel(s) during low flows to accommodate fish movement. If culverts are longer than 40 -50 linear feet, alternating or notched baffles should be installed in a manner that mimics existing stream pattern. This should enhance aquatic life passage: 1) by depositing sediments in the barrel, 2) by maintaining channel depth and flow regimes, and 3) by providing resting places for fish and other aquatic organisms. In essence, base flow barrel(s) should provide a continuum of water depth and channel width without substantial modifications of velocity. 2. If multiple pipes or cells are used, at least one pipe or box should be designed to remain dry during normal flows to allow for wildlife passage. 3. Culverts or pipes should be situated along the existing channel alignment whenever possible to avoid channel realignment. Widening the stream channel must be avoided. Stream channel widening at the inlet or outlet end of structures typically decreases water velocity causing sediment deposition that requires increased maintenance and disrupts aquatic life passage. 4. Riprap should not be placed in the active thalweg channel or placed in the streambed in a manner that precludes aquatic life passage. Bioengineering boulders or structures should be professionally designed, sized, and installed. In most cases, we prefer the replacement of the existing structure at the same location with road closure. If road closure is not feasible, a temporary detour should be designed and located to avoid wetland impacts, minimize the need for clearing and to avoid destabilizing stream banks. If the structure will be on a new alignment, the old structure should be removed and the approach fills removed from the 100 -year floodplain. Approach fills should be removed down to the natural ground elevation. The area should be stabilized with grass and planted with native tree species. If the area reclaimed was previously wetlands, NCDOT should restore the area to wetlands. If successful, the site may be utilized as mitigation for the subject project or other projects in the watershed. The area of potential effects will be 500 feet from each end of the existing bridge and 75 feet in each direction from the centerline of the roadway. There will be an off -site detour. SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW Description ofreview activities, results, and conclusions: Review of HPO quad maps, HPOweb GIS mapping, historic designations roster, and indexes was conducted on 1 1/20/12. Based on this review, there are no existing NR, Sl., 1.13, DE, or SS properties in the Area of Potential Effects (APE). The CRS also reviewed Greene County GIS and tax records which revealed one property within the APE over the age of fifty years old. According to the photo included with the Greene County property tax card, this property is a ca. 1940 one -story frame house with rear ell, attached shed porch and six - over -six sash windows. This property does not possess enough architectural significance to merit a survey for individual eligibility to the National Register of Historic Places (NRHP). Built in 1966, No. 8 is not eligible for the National Register of Historic Places (NRHP) due to insufficient age. Thus, a survey is not required for this project. W/ry the available information provides a reliable basis for reasonably predicting that there are no unidentified significant historic architectural or landscape resources in the project area: HPO quad maps, HPOweb GIS mapping, Google maps and Greene County property records are considered valid tools for the purposes of determining the likelihood of historic resources being present. It is anticipated that the proposed construction effort will utili2e an off -site detour (SR1301 to SR1325 to SR1324 to SR1301) during construction activities thereby minimizing the effects to the surrounding land surfaces. The archaeological Area of Potential Effects (APE) for the project is centered upon Bridge 8 and measures 500ft in length (250ft from each bridge end- point) by 1008 in width (50ft laterally from each side of the SR1301 center - line). SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (7VCD07) Archaeology Group reviewed the subject project and determined: ® There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. No subsurface archaeological investigations are required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. ❑ Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121 -12(a) has been completed for this project. ® There is no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. This enterprise determined that no previously documented archaeological sites were situated within the project's APE or adjacent Several historic- prehistoric site locations were documented nearby to the northwest and southeast along Sandy Run. Many of these archaeological sites are characterized by environments similar to or identical of the current project study area. Based on the distribution of these local sites, a moderate to high potential exists for the recordation of analogous resources in the APE. Examination of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE). and Surveyed Site (SS) properties employing resources available on the NCSHPO website concluded that none of the above or any other historic properties were located within the bounds of or directly proximal to the APE. Innumerable surveyed site properties have been documented throughout this portion of Greene County, illustrating a broad and enduring settlement of these lands in the vicinity of the project area. Historic maps illustrate land usage (agricultural) within and adjacent to the APE and house locations in the direct vicinity of the project area over a long period of time. The 1910 Rural Delivery Routes, Greene County, North Carolina map displays the names Rasberry and Albritton in the southeastern project quadrant- In general, this work demonstrated a sustained historical presence in this portion of Greene County, but an absence of significant historic properties or prevailing unassessed archaeological sites within the project APE. Further, topographic, historic, and NRCS soil survey maps (BB), and historical /archaeological reference materials were inspected to appraise environmental, cultural, and other determinants that may have resulted in past occupation within the project limits. Aerial photographs were examined for assessment of hydrological, agricultural, modern, and other erosive disturbances and construction design data was reviewed for the determination of potential impacts to the APE ground surfaces. Due to a heightened prehistoric site potential, long -term historic occupational presence and federal permitting interaction, the cultural resource specialist recommends an archaeological survey of the APE prior to construction activities. An on- ground investigation of the project study area and APE was conducted on Tuesday, December 18, 2012. First, a walk -over of all APE ground surfaces was completed. This served to identify any above - ground archaeological or historical remains, and to determine the location and extent of subsurface investigation necessary for project compliance. The entire APE, including the federal permit area, was distinguished by wetland vegetation and typified by Bibb loam, a frequently flooded and poorly drained soil type. During the reconnaissance of the southeastern quadrant, a previously unrecorded, fenced cemetery plot was located along the upland /terrace edge, roughly 150ft from the SR1301 center -line. One large, relatively modern, granite gravestone marks the location of five members of the Rasberry family: Stephen, Martha, Katherine, Jonas, and Edwin. It is assumed that the five individuals are resting within the bounds of this fenced cemetery area, though in unmarked graves. It is unclear if the original gravestones were removed or stolen and it is also unclear if the fenced boundary adequately covers all perspective subsurface burial locations. The possibility certainly exists that additional unmarked graves are located beyond the fenced section. Immediately to the southeast of the cemetery site is an agricultural field which allowed about 10 -15% surface visibility in patchy areas. Since environmental and cultural factors pointed to a high potential for prehistoric resources, a cursory surface investigation was conducted. A single coarse quartz tempered prehistoric ceramic sherd was recovered. Because this area was well outward of any potential construction impacts for the replacement of Bridge No. 8, no subsurface shovel testing was conducted nor was any additional exhaustive surface collecting. It is of the opinion of the cultural resource specialist however, that the prehistoric component of the site likely extends to the south and east of the initial artifact recovery (5m south of the cemetery). This cultural resource was recorded as site 31GRZ10's containing an unidentified Woodland /ceramic component and a historic cemetery component A NC archaeological site form was completed and submitted to the Office of State Archaeology and the Rasberry Cemetery Plot was documented for the North Carolina Cemetery Survey. The area is fenced, and presumably, the unmarked grave locations are located within this area. Immediately to the south of the cemetery location is an agricultural field which allowed about 15% ground visibility. One unidentifiable prehistoric ceramic sherd was collected (5m south of fenced area). No shovel testing (well beyond APE impact area) was conducted but I feel the prehistoric component of the site extends to the south and east. Although one artifact collected, it is probably not an isolate based on the topography and other factors.
