It looks like two rivers can't reach the required sampling.
In this case either:
1. TRU can get a different meter that can test below the permit level.
2. Dallas can get certified for chlorine sampling and get a meter that can sample below the required level
3. find another lab that can test for lower level of chlorine.
4. Contact your permit writer and seek a higher level of chlorine.
