Comment: Facility also adds chlorine although the permit does not require it. The odor control system is
not in operation. The plant treatment units are completely enclosed; there is no noticeable
odor at the facility. Efficacy of plant total nitrogen removal is marginal, but permit does not
have total nitrogen limits and monitoring well data has not shown significant nitrate levels.

Comment: Monitoring well no. 6 routinely exceeds the NH3 limit. There is no indication the measured well
levels are associated with plant effluent as the plant NH3 levels reported are typically below
detection or barely measurable.

Comment: Effluent flow and turbidity meters are calibrated annually; flow to each basin is controlled
automatically. Adequate storage freeboard was observed in the 5 day upset pond and
infiltration basins. Aqua has received several complaints from residents regarding color of the
water in the basins due to algal growth. Aqua reps have been communicating with DWR re
options to control the algal growth. Permit condition 111(7) requires public access to the basins
to be prohibited.
