The North Carolina Division of Water Resources conducted an inspection of the Columbus County
WWTP on 9/09/2021. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in NPDES WW Permit No. NC0087947. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this

A routine compliance inspection of the Columbus County Wastewater Treatment Plant (WWTP), was
performed on September 9, 2021. The purpose of the inspection was to verify that the facility is
operating in compliance with the conditions and limitations specified within Permit NC0087947. Staff
members Harold Nobles and Amanda Davis were present during the inspection.
The facility is permitted for a 50,000 gallon per day (gpd) wastewater treatment facility. The facility is
currently inactive and has not had any flow since 4/2018. Historically, the facility accepted flow from
the nearby Hexion industrial facility, located approximately 500 feet northeast of the site. Hexion has
halted flow to the county WWTF and has their own wastewater treatment system(s) to treat waste.
The facility seemed to have been properly placed in an inactive state whereas the facility is secured
with a chain -link fence with locked gate, all tanks were drained of liquids (rainwater seemed to have
accumulated with less than one foot in each tank), the line from Hexion was reportedly capped prior
to departing Hexion, a section of pipe was removed and both ends capped on line from the influent
pump station to the pre -equalization, and the grass was recently cut.
There are currently no plans to restart operations, but the county would like to maintain to the permit
in case it is needed in the future. The facility is otherwise compliant with discharge permit
NC0087947. Please review the comment sections of the inspection report for more details.

Comment: The current permit was issued 3/12/2018, became effective 5/1/2018 and expires
11/30/2022. Staff were reminded to submit a renewal permit application at least 6
months prior to the permit expiration date. Chronic toxicity sampling and effluent
pollutant scans were added to the last permit. The facility was enclosed within a
chain -link, locked fence.

Comment: The facility is currently inactive. Less than one foot of water was observed to have
been present within the tanks, filter media was removed from the sand filters and a
portion of the two inch diameter line from the influent pump station to the
pre -equalization tank was removed and capped on both ends.
