Project Description — Pitt 50, 45476.1.1, NC 33 over Johnson's Mill Run Bridge to Bridge
Replacement. The existing 53' long Timber Bridge on Timber Piles will be replaced with an 95' long
cored slab bridge. Stormwater will diffuse flow through vegetated uplands before entering stream. There
are no weep holes on the proposed bridge.

Project Description: NCDOT proposes to replace Bridge No. 50 over Johnsons Mill Run on NC 33 in
Pitt County. The project length is approximately 1053 ft, or 0.20 miles, which includes a 500 ft approach
to either side of the existing bridge structure. The Area of Potential Effects for archaeological review is
that length for the width of ROW (60 feet) plus any necessary construction easements that might buffer
that width. No new ROW is anticipated (the proposed bridge will be slightly wider and about 60 ft
longer). While this is a state funded project, a USACE permit is required and therefore a Federal
undertaking. The project is subject to compliance with Section 106 of the NHPA. A possible offsite
detour less than five mile in length had been identified for use.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
Aerial mapping viewing was conducted of the proposed project area, and a virtual drive -by was inspected
using Google's streetview. The Office of State Archaeology was visited to review archaeological survey
and site mapping. There are no archaeological sites documented with the OSA near the project area,
however site 31Pt35 is located about 850 ft east. There are several environmental reviews on record for
archaeology near the project, though no specific information was obtained about any. Most of the APE
for this project has already been disturbed by the existing transportation facility (NC 33) and the bridge.
Since no new ROW is anticipated, the disturbances from the construction of the existing bridge, highway,
ditching and utilities leaves a poor archaeological context for significant sites.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
The scale of the project is relatively small and on the same alignment on existing ROW. Much of the
APE has already been disturbed by the existing transportation facility. It is unlikely that any National
Register of Historic Places eligible archaeological sites would be impacted by this undertaking and no
further archaeological survey work is recommended.

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was
undertaken on April 18, 2012. Based on this review, there were no existing NR, SL, LD, DE, or SS
properties in the Area of Potential Effects (APE). There are no structures over 50 years old in the APE of
this project.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
Using HPO GIS website and Pitt County GIS Tax Data provide reliable information regarding the
structures in the APE. These combined utilities are considered valid for the purposes of determining the
likelihood of historic resources being present.
