Subject: Second Request for Additional Information
Stormwater Permit No. SW6210502
James Farm — Phase 2
Hoke County
Dear Mr. Nobles:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on August 6, 2021. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. Original Comment 1— "There does not appear to be a Public airport located within 5
miles of the project area (Section 11, 5). " The airport information location information
(Section II, 5 of the Application) is located on the first page of the Application, which
was not provided in the resubmission (only revised pages 2 and 3 of the Application were
provided). Please provide a revised page 1 of the Application with the noted revision.
Corrected sheet included with this submittal.
2. Original Comment 3 — "Per the prot,idecl USGS topographic inap, there appears to be
surface waters located within the project area (Gully Branch). Please... identifi, the
surface area of the sii fcice Crater in the main set of plans (Section VI, 810, and show the
iequired iegetated setbacks (Section VI, 8p) in the main set of plans. " Please show the
surface area of the on -site surface water in the main set of plans (we ask for this so that
we can verify the surface area information shown in the Application. Since the surface
water is shown as a line on the plans, we cannot measure the surface area ourselves).
Please show the required vegetated setback from the on -site surface water in the main set
of plans. The vegetated setback requirements for this project can be found in 15A NCAC
02H .1003(4) & 15A NCAC 02H .1017(10). Also, while not explicitly stated, the surface
water area information (Line 4 on the Cover Page of the Supplement-EZ Form) and
vegetated setback information (Lines 7 & 8 on the Cover Page of the Supplement-EZ
Form) should have also been updated. (Comments on the Supplement-EZ Form were not
all provided in the prior request for information letter since it was unclear at the time of

receive its own permit).
Original Comment 4b — "Chan e flie project area (Section IV, 4 & "Total Drainage
Area" in Section IV. 10),for• this submission so that Phase I is not included, recalculating
the percent impervious area cis needed. " While not explicitly stated, this update to the
project area should have also been carried out in the Supplement-EZ Form (Line 2 on the
Cover Page, and the drainage area information on the Drainage Area Page). Line 2 on the
Cover Page should correspond to the project area as shown in Section IV, 7 of the
Application and the drainage area information on the Drainage Area Page should
correspond to the informntion chnwn in Section IV. 1 0.
Areas have been updated on Supplement
4. Original Comment 11— "The ditch in formation shotrn on sheet C-04A .shows ... the
BUA trithin the drainage area to Stt,ale 7 as 22,965 sf (0.53 ac) ►rhereas the calculations
show 0.55 ac. " The calculations show the BUA within the drainage area to Swale 7 as
23,865 sf whereas plan sheet C-04A shows the BUA within the drainage area to Swale 7
as 22,965 sf (i.e., this issue was not resolved). Please revise as needed.
The lots allowance for swale 7 had a typo causing the difference. The plans and supplement
5. Please correct the following inconsistencies between the calculations and the
Supplement-EZ Form: Updated and corrected. 7&8 slopes were swapped, but other data was
correct. New talcs for 5 have been included. correct slope is 4.83%.
a. Swale 5 — The slope of Swale 5 is shown as 4.83% in the Supplement-EZ Form
and as 7.83% in the calculations.
b. Swale 7 — The slope of Swale 7 is shown as 2.09% in the Supplement-EZ Form
and as 0.4% in the calculations.
c. Swale 8 — The slope of Swale 8 is shown as 0.4% in the Supplement-EZ Form
and as 2.09% in the calculations.
6. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents.
a. Pdfs must be uploaded using the form at:

b. Hard copies must be mailed or delivered to the following address:

Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to October 14, 2021, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6210502 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required in!-0niiation. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
