Project Description and History 4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The Camp Davis area is a remote training area and is a part of the Marine Corps Base Camp Lejeune,North Carolina property located near Holly Ridge,North Carolina. The Camp Davis area is utilized for training purposes,including troop and airborne training. The project site is presently developed with an existing asphalt runway,concrete overrun ends,and multiple concrete and asphalt taxiway areas,all constructed in the 1940's.All of the facilities are in a deteriorated condition.The area surrounding the runway area is maintained and covered with grass vegetation. 4b.Have Corps permits or DWR certifications been obtained for this project(including all prior phases)in the past?* C Yes f• No C Unknown 4f.List the total estimated acreage of all existing wetlands on the property: 20 Acres 4g.List the total estimated linear feet of all existing streams on the property: 0 Linear Feet 4h.Explain the purpose of the proposed project:* Marine Corps Base Camp Lejeune has established the need to repair and modernize Runway 5/23 at the Camp Davis South Outlying Landing Field in the Holly Ridge area of Onslow County.The existing runway was constructed in the 1940's and is in a deteriorated condition.The repair and modernization of Camp Davis South Runway 5/23 operability is integral to the US Marine Corps Aviation Plan and a critical component to the future airborne-related training of Marines stationed in the region.The existing runway is unsafe and is a foreign object debris(FOD)hazard for all aircraft and is not certified for landings of fixed wing aircraft.Fully functional runway facilities for operations of both fixed-wing and rotary wing aircraft are required. 4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:* In order to repair and bring up the airfield to full function,it is proposed that the existing runway and overrun areas be removed.A deteriorated apron area and taxiway will be removed. Miscellaneous concrete slabs,foundations and roadways will be removed as a part of the proposed project.A new asphalt runway will be constructed on approximately 4'of fill with concrete overrun areas on each end within the footprint of the existing facilities.A new parking apron and taxiway will also be constructed,also substantially within the footprints of the existing facilities.Portions of the existing stormwater drainage system in the runway area has deteriorated.Drop inlets and pipes were to be located as a part of this project,but some of the pipes have collapsed and could not be located.Of the portion that were located,some will be removed as shown on the proposed plans.Only a portion of those removed will be replaced as a part of the planned construction.No other utility improvements are included in the project. A Low Density Stormwater Permit,SW 8 160207 was issued for the Greater Sandy Run Area(GSRA)which includes the Camp Davis South Runway 5/23 area.It is proposed that this permit be modified to reflect the changes in BUA resulting from this project.The completion of this project will result in a net reduction of built-upon area within the existing Low Density stormwater boundary.In summary,1,473,529 SF of built-upon area(BUA)will be demolished.A total of 813,245 SF of new built-upon area will be established.A net reduction of 660,284 SF or 15.16 acres of BUA will occur as a result of this project.Although sections of the existing drainage system will be removed,only a small portion of these will be replaced as a part of the project.The primary drainage patterns will not be significantly altered.Sheet flow action and low velocity vegetated swales will be utilized where practical to meet low density conveyance criteria. The project drains to Big Shakey Swamp,which has a Surface Water Classification of C;Sw and a Stream Index of 18-74-33-4-1-1.No streams or buffer areas will be impacted by the proposed construction.Section 404 Wetlands exist in the general project area as shown on the project plans.Wetlands do exist within the project limits of disturbance.Wetland impacts will occur off of the northeastern end of the runway to establish proper shoulder area side slopes from the elevated runway area.Additional impacts will occur to remove and reinstall the portions of the drainage system for the project.A total of 0.436 acres of wetlands are proposed to be impacted by the proposed construction(0.011 of temporary impacts and 0.425 permanent impacts). Construction will occur through normal land grading methods.Bull dozers,excavators,dump trucks,pavers and other miscellaneous equipment will be utilized to complete the project. Impact Justification and Mitigation 1.Avoidance and Minimization 1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Specific measures were taken during design to avoid or minimize impacts to wetlands.Previous design impacted 0.742 acres of wetlands,most of the impacts were due to a 20:1 slope at the end of the runway.The wetland impacts were reduced by bringing the slopes up to a 5:1.Additional impacts to wetlands at the outfalls were eliminated by reducing the number of outfalls.The new runway was placed to coincide to the extent possible with the existing runway.Grading slopes were maintained at a minimum to avoid or minimize wetland impacts.Additionally,the drainage outlet points for the newstorrnweter conveyance system were placed to coincide with the existing drainage outfall locations to the extent possible. Erosion control devices will be employed throughout construction to protect wetland areas outside the limits of construction. lb.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The project documents require that no impacts shall occur to existing wetland areas outside the limits of disturbance.Erosion and sedimentation control measures will be implemented throughout construction which will ensure that no impacts from construction sediment impacts surrounding wetland areas.Silt fencing is specified to placed around wetland areas outside the area of work to ensure no erroneous impacts occur. 2.
