Thank you for your letter detailing the outfall structure repairs and relocation that
will be conducted at your facility. Based on your letter, the existing, corroded
stormwater drain line will be abandoned and replaced with a 36 inch drain pipe located
approximately 16 feet to the south. The new drain pipe will still discharge to the UT
to Shaddox Creek, and there will be no impacts to the stormwater effluent or sampling
location. Thank you for notifying us of this project- we have no concerns or
objections and this project will not require a permit modification.

Dear Ms. Fields:
This letter is written in follow up to our telephone conversation regarding a project at Performance Fibers,
Inc., New Bill, NC (NPDES Permit No. NC0001899), Chatham County, Polyester Fiber production
facility. The project is being planned in order to repair erosion that has taken place at the cast side of the
CSX railroad spur along the railroad embankment. Repair is necessary to ensure the safe railcar passage
across the tracks into our railcar receiving area. The project also involves abandoning the existing,
corroded stormwater drain line at Duffel! 002 (Lat. 35°37'01" & Long. 79°02'36"), and installing a new 36
inch drain pipe that is sized to pass the 100-year rain event criteria, 16 (sixteen) feet to the south by bore
and jack. The new drain pipe will connect to the existing unnamed tributary that flows to Shaddox Creek.
There will he no impact to the effluent feeding into outfall 002. In addition, there will be no impact to the
Outfall 002 concrete weir (V-notch) effluent compliance sampling location as identified in our current
NPDES Permit And we will not contravene any conditions listed in our current permit. We are requesting
your concurrence with our proceeding with this repair project.
