Fearrington Village Collection System
WWCS Permit No. WQCS00238
Chatham County
On August 10, 2021, Alys Hannum and Stephanie Goss of the Division of Water Resources
(Division) conducted an inspection of the Fearrington Village (Village) Collection System to
evaluate compliance with the operation and maintenance of the subject wastewater collection
system permit. The cooperation and assistance of John Poteat and Ronnie Wright during the
inspection were greatly appreciated.
Our records indicate that the wastewater collection system consists of approximately 17.4 miles
of gravity sewer, approximately 1.5 miles of force main, 3 duplex pump stations, and 4 high
priority sewer lines.
The subject permit is effective from June 18, 2021, until May 31, 2029. Below is a list of
findings developed from the inspection:
1. Sanitary sewer overflow (SSO) cleanup, pumping, and reporting procedures — including
an emergency response plan - were up to date. There were no reportable SSO's at the
Village during a 2-year period ending August 2021. The SSO cleaning, pumping,
reporting, and records retention procedures meet all permit requirements.
2. The Village does not have an ordinance, inter -local agreement, or contract which
establishes its legal authority to require new sewers be properly constructed, to ensure
sewers be inspected and tested, to address flows from satellite systems, or to take
enforcement action. (Permit Section I.3) Within sixty (60) days of receipt of this letter,
provide the Division with a draft ordinance, agreement, or contract to address the
permit requirements.

3. The Village does not have an enforceable Fats, Oils, and Grease (FOG) program under
which it can take enforcement against users who have not properly installed, operated,
and/or maintained grease traps or grease interceptors or otherwise violated the program
(Permit Section I.4). Within ninety (90) days of receipt of this letter, provide the
Division with a draft FOG program to address the permit requirements.
4. The Village does not have a Capital Improvement Plan (CIP) which includes a goal
statement, description of the project area, description of existing facilities, known
deficiencies, and forecasted future needs (Permit Section I.5) Within ninety (90) days of
receipt of this letter, provide the Division with a draft CIP to address the permit
requirements.
5. All three duplex pump stations were inspected. All three pump stations had identification
signs, secured access, appeared in good condition and were free of excess debris. All
audible and visual alarms functioned when the high-water floats were activated. A logbook
for each pump station was available to view during the inspection. All three pump stations
had a generator onsite which operated successfully.
6. Pump station maintenance logs were reviewed and appeared satisfactory.
7. All four high priority lines were inspected. All high priority lines appeared straight, rust
free, and in good condition. The right of way was being maintained for all lines.
8. An up-to-date map of the collection system was available which included direction of flow,
pipe size, pipe material, pipe location, pipe age, pump station identification and location.
