In accordance with your application for a discharge permit received on December 20, 2020, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state -
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
In order to comply with the conditions of NCG080000 to which you are now subject, you are
required to do the following:
➢ Implement a SWPPP before beginning operations.
➢ Download and print a copy of the NCG080000 Permit from the General Permits page on the
NPDES Industrial Stormwater Program web site, which can be reached by typing
"deq.nc.gov/SW-industrial" into your browser and hitting enter.
➢ When you receive an invoice for your annual permit fee each year, pay it promptly.
Electronic payment is convenient and quick, you can access the ePayment web site by
typing "deq.nc.gov/SW-ePayments" into your browser and hitting enter.
➢ If you have not already enrolled in electronic Data Monitoring Reports (eDMR), view the six
step process and complete the registration by typing "deq..nc.gov/SW-eDMR" into your
browser and hitting enter.
➢ Keep information about your facility name, ownership, legally responsible person, address,
and stormwater outfalls up to date. See the Industrial Stormwater Program web site for
instructions.
Per the requirements of the Tar -Pamlico Riparian Buffer Rule, all stormwater drainage to stream buffers,
from portions of this site that have been constructed after January 1, 2000, must meet diffuse flow
requirements per 15A NCAC 2B .0259(5).

Please take notice that this certificate of coverage is not transferable except upon approval from the
Division of Energy, Mineral, and Land Resources (Division). The Division may require modification
or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.

NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provisions of North Carolina General Statute 143-215.1, other
lawful standards and regulations promulgated and adopted by the North Carolina
Environmental Management Commission, and the Federal Water Pollution Control Act, as
amended,
CSX Intermodal Terminals, Inc.
is hereby authorized to discharge stormwater from a facility located at
5750 Old Battleboro Road
Battleboro
Edgecombe County
to receiving waters designated as Beech Branch Stream, class C;NSW, waters in the Tar -
Pamlico River Basin in accordance with the effluent limitations, monitoring requirements,
and other conditions set forth in Parts A, B, C, D, E, F, and G of General Permit No.
NCGO80000 which can be downloaded by entering "deq.nc.gov/SW-industrial" in a
browser window and navigating to the "NPDES Stormwater General Permits" web page.
This Certificate of Coverage shall become effective September 14, 2021.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
