Skvaria, III Secretary August 5, 2013 Subject: The replacement of Bridge # 81 over Jacob Branch on SR 1200 in Pitt County; DWQ project number 13 -0752 Dear Mr. Johnson: The Division of Water Quality has reviewed your submittal for a 401 Water Quality Certification and Neuse Buffer Authorization, for the aforementioned project. Review of your application revealed it lacking necessary information required for making an informed permit decision. The permit application was deficient in the following areas: Wetland Impacts. • The wetland impact amounts listed in the Wetland Impact Summary table do not match the wetland impact amounts depicted on the plan sheet. • The plan sheets appear to show an overlap of impacts from mechanized clearing and fill. If the wetland area is impacted from fill, it does not also have to be counted as mechanized clearing. • The Wetland Impact Summary table lists 0.19 acres of impact from hand clearing. Hand clearing impacts are not shown on the plan sheets. • Please provide plan sheets and an impact summary table with the correct wetland impact amounts by type and by station. • Buffer Impacts. The buffer impact amounts listed in the Buffer Impact Summary table do not match the buffer impact amounts shown on the plan sheet. Please provide the correct buffer impact amounts. You have 21 days to respond in writing with the requested information or notification to this office that the information is forthcoming. If, at the end of the 21 days, this office has not received this information in writing, we will assume you are withdrawing your application and it will be returned. Furthermore, until the information is received by the NC Division of Water Quality, we request (by copy of this letter) that the US Army Corps of Engineers place the permit application on hold.
