The inspection included many of the same objectives as. that of a routine Compliance Evaluation Inspection. plus a chronic bioassay test to evaluate the biological 'effectof the LMAC WWTF effluent on test organisms. The' bioassay was performed by the DWQ Aquatic Toxicology Laboratory located on Reedy Creek Road in Raleigh. The results of the bioassay was recorded as a "PASS". Please be aware that this test will not be used for compliance purposes as the reproduction quality for the control organisms did not meet specified test requirements. A review of effluent monitoring reports was performed as part of this inspection. Data was traced from commercial laboratory report to the monthly effluent monitoring report. May 19, 1998 influent BOD did not meet QC requirements. Please note all such occurrences on future DMRs by placing an asterisk beside the number and indicating in the comment section (on the back of the form) that the test was not valid due to not meeting test requirements. There were no other anomalies noted. 2. DO samples are taken from the effluent wetwell. 3. A copy of the current NPDES permit could not be produced upon reguest. It is suggested that a complete copy of all current DWQ permits be maintained in the main office files as well as the WWTF. It is suggested that the ORC and WWTF staff periodically review all permits. 4. All parameters measured on the effluent, including those required by the pretreatment program are reported on monthly. DMRs. 5..One of the two small clarifiers was taken out of service August 6, 1998 for routine preventive maintance.. 6. Influent Flow meter was last calibrated 5/29/98. Suggest cleaning spider webs from the unit occasioanly. Spider webs may affect accuracy of the unit. 7. Please remember to check the appropriate box under FLOW to indicate influent flow measurement on the DMR.. 8. One of the influent pumps was taken out of service August 8, 1998. The pump was scheduled repair for 8/11/98. 9. A review of upstream Fecal Coliform monitoring revaled several days of unusually high coliform levels during June and July 98. Should you notice further high upstream values for coliform or other parameters please contact Paul Rawls at (910) 486-1541. 10. There is no planned process control testing for this facility. WWTF staff use imhoff cone, microscope and sludge judge to operate the facility. Please consider periodically determining sludge age, mixed liquor susspended solids and removal rates in order to track facility performance. 11. The inspection of the "headworks" found those units needing extensive repair. The needed repairs have already been budgeted along with other WWTP rehab and expansion. Grit removal unit was out of service. Bar screen has eroded to critical point. Grating is very dangerous for WWTP staff an should not be used. LMAC does not have a written Preventitive Mainance Program. It is strongly suggest that a comprehensive O&M program be -established. 12. Hobbs, Upchurch and Associates (Engineers) are currently workingon plans for the WWTP's expansion and revision. 13. Suggest placing a thermometer in each composite sampler cabinets. 14. It is understood that LMAC staff have not had Confined Space Training. LMAC should offer Confined Space Training to all staff entering such areas as soon as possible. 15. Laurinburg-Maxton Airport has an effluent discharge permitted at 1.00 million gallons per day (MGD) entering Lumber River (7Q10 of 111.0 CFS). Whole effluent samples were collected on August 11 and 14 by Paul Rawls for use in a chronic Ceriodaphnia dubia pass/fail toxicity test. The test using these samples resulted in a pass, but these results should not be used for compliance monitoring purposes. Control organisms did not meet reproduction quality control criteria (25% released third brood neonates). Toxicity test information follows. Test Type Test Concentrations Test Result.
