The general land use in the vicinity of the property is forestry, agriculture, and low density residential development. 4b. SAW-0000-00000). This is a modification to an existing permit. USACE SAW-2019-00201 and NCDWR 2019-0103 4f. List the total estimated acreage of all existing wetlands on the property: 1.5 ac 4g. Explain the purpose of the proposed project:* The purpose of the permitted impacts is to construct roads within a residential development. The road impacts are necessary to access high ground that is otherwise not accessible as the subject streams originate off -site. The need for this modification is to account for engineering and construction impacts that differ from the existing Nationwide Permit 14 verification. The current authorization allows for 147 linear feet of above grade impacts for the construction of two road crossings; it does not specify temporary impacts. This request for modification reduces above grade impacts to 122 linear feet and requests authorization for 255 linear feet of stabilization associated with the two previously permitted crossings. An additional 140 linear feet of stabilization is related to the installation of a bottomless culvert, and another 80 linear feet of streams that were impacted during construction. All of the stabilization impacts utilize bioengineering practices and do not result in above grade fills. The PCN includes temporary impacts associated with pump arounds to minimize impacts to water quality. The project has avoided impacts to approximately 8,300 linear feet of streams and 1.5 acres of wetlands through the use of various construction techniques and design considerations The project avoids impacts to all streams that originate within the property and avoids wetlands within the project. The original design attempted to avoided impacts through the use of an arch culvert. Retaining walls are utilized throughout the development to avoid wetland and stream impacts. As contemplated, the project avoided impacts to over 97 % of the onsite water resources. Construction impacts exceeded those that were permitted under the existing authorization. At Stream Crossing 1 the length of permitted pipe was reduced utilizing headwalls however upstream and downstream stabilization is necessary to maintain stream stability. Stream Crossing 2 was constructed with 72 linear feet of impacts however it needed to be temporarily removed in order to complete a FEIv1A study. The area that was impacted, plus some upstream and downstream reach, was restored and some of these impacts will act as energy dissipators for the culvert when it is re -installed. This application includes the placement of rip -rap under the arch culvert at Stream Crossing 3. The attached impact maps and engineering sheets depict the work areas in detail and provide all the details necessary for their construction. The drawings have been generated by competent engineers familiar with stream stabilization. All stabilization impacts will be monitored for 3 years at established cross sections. Pattern, profile, and dimension measurements will be made and compared with site conditions to ensure that the repairs are stable; monitoring reports will be submitted to DWR Asheville Regional Office by June 1. All construction associated with the impact areas will be completed in the dry to minimize impacts to water quality. The construction details include schematics for pump arounds (sheet 9 of 14) and the developer will engage a competent experience stream work contractor to complete all stabilization work. Water quality standards will be maintained by adherence to the approved erosion control plan. Temporary impacts associated with erosion control issues will be repaired during the reconstruction of Stream Crossing 1 and will be visually monitored for 3 years 41.
