This linear transportation project will involve of the construction of a
new road, approximately 980 feet linear feet in length, to connect
Woodland Drive and Clover Lane. The new road will function as a
means for residents to access properties to the north of the Black
Mountain Home for Children. Currently, residents to the north of the
Black Mountain Home for Children utilize Clover Lane which cuts
through the center of the Black Mountain Home for Children campus.
The new road will allow for residents to bypass the campus, while
Clover Lane will become a private access road for the Black Mountain
Home for Children, Youth, and Families. The new road will follow an
existing 20 foot wide, maintained trail. The trail corridor will be
expanded approximately 10-15 feet on either side and will involve
approximately 0.5 acres of tree clearing. Proposed impacts will
involve one stream crossing and one wetland crossing to include the
installation of one embedded culvert and one smaller culvert to
maintain a hydrologic connection between wetlands on either side of
the proposed road corridor. Typical grading equipment (trackhoe,
dozer, drum-roller, etc.) is likely to be used during the development of
this parcel. The culvert will be installed in the dry and all equipment
will be operated from high ground. See attached detail.
The project will occur in the northwest corner of Buncombe County
Parcel ID 969967225800000 at 35.621591, -82.379754.
