On May 28, 2021, the Division of Water Resources (DWR) received documentation from Wildlands
Holdings V, LLC (Wildlands) that the Perry Hill II site had been planted and constructed in its
entirety and monitoring plots had been installed. Additionally, on June 22, 2021, documentation was
also provided confirming that stream mitigation activities including riparian plantings, fence
installation and installation of all monitoring plots for the Perry Hill Full -Delivery Mitigation Site for
the Division of Mitigation Services (DMS ID# 100093) had been fully completed. On June 17, 2021,
Katie Merritt with DWR, with assistance from staff with Wildlands, inspected the site and confirmed
that the subject site had been fully planted, all monitoring plots had been installed, cattle exclusion
fencing had been installed throughout the project identifying the boundary of the conservation
easement, and placards identifying the conservation easement area were observed.
On October 13, 2020, DWR received a performance bond (#107309672) issued to Wildlands from
Travelers Casualty and Surety Company of America, in the amount of $150,000, to cover
performance obligations for the construction of the subject site. The term of this bond will remain in
effect until DWR has provided a written approval of the As -Built Report.
In accordance with the MBI, signed on September 14, 2020, the following Project Milestones have
been met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and therefore, 20% of the Neuse buffer Restoration credits (0.20 x 26,293
ft2 = 5,258.60 ft2) and 20% of the Neuse buffer Enhancement via Cattle Exclusion credits (0.20 x
11,396.306 ft2 = 2,279.261ft2) are now available to sell. Lastly, 20% of the Nitrogen nutrient offset
credits (0.20 x 31,063.080 lb-N = 6,212.616 lb-N) and 20% of the Phosphorus nutrient offset credits
(0.20 x 2,000.702 lb-P = 400.140 lb-P) are now available to sell.

Please note that nutrient offset credits generated at this site must be used for impacts in
HUC 03020201 of the Upper and Lower Falls Watersheds within the Neuse River Basin
pursuant to 15A NCAC 02B .0703 which became effective on April 1, 2020. Additionally, the
riparian buffer credits must be used for authorized impacts in the Neuse River Basin
according to guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC 02B .0295,
which became effective on November 1, 2015.
