Subject: Request for Additional Information
Stormwater Permit No. SW3200102
Heilig Road Building Expansion
Rowan County
Dear Mr. Parker:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on January 14, 2020. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. Please use a consistent name for this project (Section I, 1 & Section VI, 8a). The
Application refers to this project as "Heilig Road Building Expansion", the plans refer to
the project as "Phase 1 Building Expansion for 1735 Heilig Road", the provided E&SC
approval letter refers to the project as "Custom Plastics". Please revise for consistency.
2. The project site appears to be on the right (south) side of Heilig Road when approaching
from I-85 (Section I, 3). Please verify this information as the north side of the road is not
within State jurisdiction.
3. Please revise the provided coordinates so that they correspond to the project location
(Section I, 4). The provided coordinates are in a residential neighborhood at the corner of
Settler's Grove Lane and Old Concord Road.
4. The project is located within 5 miles of Mid Carolina Regional Airport (Section II, 5).
Please revise.
5. Please calculate the percent impervious area for drainage area 1 (Section IV, 10).
6. The impervious area draining to the proposed sand filter appears to be all existing BUA
(Section IV, 10). Please revise. The "On -site" BUA's in this table are for newly added
BUA within the drainage area.

7. The total drainage area to the sand filter is shown as 1.5 ac on plan sheet C-6.0 and as
89,735 sf (2.1 ac) in the Application and Supplement-EZ Form. Please revise for
consistency.
8. Please provide a detailed narrative for the project (Section VI, 5).
9. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist.
Provide documentation of the qualifications and identity of the individual who made this
determination (Section VI, 8m).
10. Please provide a site -specific soils report showing the Seasonal High Water Table
(SHWT) elevation (Section VI, 9 & Sand Filter MDC 1).
11. Since the Applicant is the property owner, Section IX of the Application does not need to
be signed. With your permission, I will place a red "X" through this section on the hard
copy of the Application. If you do not find this acceptable, please provide an original,
corrected signature page.
12. Please provide some information on the spec'd ASTM C144 and show that it is an
equivalent to ASTM C33 (Sand Filter MDC 6).
13. It appears that there is insufficient impervious area draining to the sand filter (General
MDC 1). Per the plans, there is a net increase in impervious area of 65,687 sf. This means
that 65,687 sf of impervious area must be treated in one or more SCM's. Per the
Application, there only appears to be 52,046 sf of impervious area draining to the facility.
Also, the design calculations cannot be verified since the provided drainage area
information is inconsistent, see above.
14. Please provide the side slopes on the typical section of the sand filter (General MDC 3).
15. Please provide calculations for the drainage area DA-SF1 as shown on sheet C-6.0. For
this project, the State is not concerned with quantity management, but rather quality
management. Please ensure that the calculations demonstrate either Runoff Treatment or
Runoff Volume Match for the project. Information can be found in Part A-1 & Part B of
the Manual.
16. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents. Pdfs must be uploaded using the form at:

While it is not required, it is recommended that the amount of impervious area draining to the
sand filter be reduced. Pervious areas tend to release fines that can cause the sand filter to
become clogged more easily and necessitate more frequent maintenance.
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to March 20, 2020, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW3200102 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
