Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:* The site is a section of a UT to Silver Run Creek that is immediately adjacent to NC Highway 107 and, at this location, the road embankment of NC 107 extends to the stream edge. In this location, an existing 4" pressurized sanitary sewer line and an existing 4" potable water line cross this stream at just above the normal water level of the stream. The existing water and sewer lines are believed to be installed at some time during the 1980s. The west side of the stream includes the NC Highway 107 shoulder which is primarily grassed and is routinely mowed by NCDOT. The east stream embankment is primarily native vegetation consisting of small trees and shrubbery. 4b. Further, the project will include armoring a section of the the NC 107 road bank/stream bank with rip rap which is currently subject to erosion during stream high water events. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Sections of the existing 4" water line and 4" sewer line will be replaced with ductile iron piping with internally restrained joints below the streambed. The installation will be made using sandbags and a temporary HDPE culvert to divert the stream through the work area and the new piping and rip rap will be installed with excavating equipment accessing the work area from the east and west stream embankments. Replacement with elevated crossing was ruled out due to the greater potential for damage due to falling trees, flooding, automobiles and freezing during extended power outages The directional boring option was ruled out due to the proximity of other existing underground utilities which would then involve impacts to existing wetlands in the project vicinity on the opposite side of NC 107 from the project site. 1b. The project is located south of Cashiers along NC Highway 107 in Jackson County. The need for this project is to provide better protection of these existing utility lines from physical damage and freezing. The attached figures 1, 2 & 3 provide the location and other information related to the project.
