Permit No: NC0044725 Scotland County Dear Mr. Davis: Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted on April 24, 2007. The Compliance Evaluation Inspection was conducted. by Dale Lopez, Environmental Specialist, Don Register, Wastewater Treatment Plant Consultant, and Mark Brantley, Environmental Chemist, of the Fayetteville Regional Office. The cooperation of Charles Vandenberg, Grade III ORC, was greatly appreciated. The facility was found to be in Compliance with permit NC0044725. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments • A review of the circular charts for the wastewater treatment plant effluent flow indicated that 66% of the circular charts were missing during the three period of 2004 through 2006. A total of 57 weekly circular charts were saved that represented a three-year period that has a total of 156 weeks. The actual numbers were as follows: zero charts present for the year 2004, twenty present for the year 2005, and thirty-seven charts were present for the year 2006. There were several charts that had overlapping times, and there was inconsistency as to the weekday that the chart was started. Since circular charts are a useful tool for verifying the hand-written totalizer data that are routinely recorded on the Daily Log, it is recommended that the charts be routinely started on the same day of each week and kept for a minimum of three years. • This facility has failed the Whole Effluent Toxicity test for the months of March and April 2007. • Housekeeping is much improved, but needs to continue to be emphasized. The metal structures at the facility need painting. • The influent flow meter has,become inoperable during the past year and has not been repaired. Since the meter is installed it would be proactive to keep it operational for when it is needed. • At the influent pump station, the'#2 pump is not operable because of a bad starter that has not been replaced. Filter media is missing from numerous cells and needs to be replaced. The filters are presently not being used: they are not performing up to their design because of lack of maintenance. It is highly recommended that a traveling bridge filter representative evaluate the cost of repairing the filter back to the original specifications. • Concerning dechlorination, the ratio is two parts of chlorine gas to one part sulfur dioxide gas. Neither the chlorine nor the sulfur dioxide is flow paced. It is highly recommended that both gases be dosed according to the effluent flow. • In the standby power area of the plant, the automatic switch over equipment is not connected and operational. The influent pumps are not connected to the generator, so the plant cannot operate under the use of the generator. This must be fixed immediately. • The bar screen unit operates continuously because the level control has been broken for at least two years without repair. This is improper operation and maintenance and also needs to be addressed immediately. Please refer to the enclosed inspection report for additional observations and comments.
