Division of Coastal Management c/o Daniel Govoni, Federal Consistency Coordinator 400 Commerce Avenue Morehead City, NC 28557 Mr. Govoni; The National Oceanic Atmospheric Administration (NOAA) intends to replace the existing docking facilities, shoreline stabilization structures and move the existing boat ramp at the NOAA/National Ocean Center (NOS) and National Center for Coastal Ocean Science (NCCOS) Beaufort Laboratory on Pivers Island in Beaufort, North Carolina. The details of the replacement structures are shown in the attached plan drawings and survey and are summarized as follows: a) Install approx. 721.5 linear feet of new bulkhead running from the east side of the entrance bridge onto Pivers Island along the north side of the island and extending east to southeastward and terminate at the existing living shoreline project which is adjacent to the Duke Lab property. The new bulkhead will be constructed with steel sheet pile installed immediately waterward of the existing concrete wall and a concrete cap will tie the two walls together. The area between the walls will be filled with clean fill material such as stone and/or sand. b) The existing boat ramp located just east of the entrance bridge will be removed and a new section of bulkhead (approx. 43 linear feet) will extend across the ramp area and tie into the new bulkhead immediately waterward of the existing adjacent bulkheads. c) The existing docking facilities located along the northeastern side of the property will be removed and a new 8.5' wide x 40.4' long fixed access pier will be constructed and will connect via a gangway ramp to an 8' wide x 65' long floating dock extending waterward, perpendicular to the shoreline. Two new 8' wide x 42.5' long floating docks placed 20' apart will extend northwestward, parallel to the shoreline from the access pier. d) A new 12' wide x 76' long concrete boat ramp will be installed at a 14% slope adjacent to the new docking facility on the southeastern side with the accessway connecting to the existing parking lot. Adjacent to the ramp on the northwestern side will be a new 6' wide x 59' long fixed access dock for loading and unloading vessels. A new vinyl 76' in length breakwater will be installed on each side of the boat ramp. The new boat ramp and breakwaters will extend 30' below the existing MEW. e) A new 8.5' wide x 11' long concrete approach will lead to a second docking facility will be installed approx. 172' southeast of the new boat ramp where an old remnant pier is located. A new 8.5' wide x 53' long fixed access pier will extend waterward, perpendicular to the shoreline. A new gangway ramp will extend from the terminal end in a southerly direction to a new 8' wide x 35' long floating dock extending parallel to the shoreline. Based upon the attached analysis of the relevant rules and regulations of the North Carolina coastal program, NOAA has determined that the proposed activities 1) comply with the enforceable policies of North Carolina's approved coastal management program, and 2) will be conducted in a manner consistent with such program. Therefore, pursuant to 15 C.F.R Part 930 (Federal Consistency with Approved Coastal Management Programs), Scenic Consulting Group, on behalf of NOAA, respectfully submits this request for concurrence from the N.C. Division of Coastal Management with our consistency determination.
