We appreciate Duke scheduling the outage outside of the Peak Recreation Season and the Spring Reservoir Level Stabilization Period. 2. The outage will impact two days (one weekend) of recreation releases in October. We recommend the replacement dates be added on Fridays in October, if possible. 3. The outage will result in flows less than the MEP critical flow of 75 cfs for the Linville River. During the 2011 outage, flows below the powerhouse were about 2 cfs. As you know, 2011 was a dry year and we are currently in an extremely wet year, so hopefully the baseflow will be higher (5 -10 cfs ?). Even so, we recommend that temperatures be monitored in the same locations as the September - October 2011 outage. The 2011 data may not be a good indicator of water temperatures we might expect this year. The outage is planned to start on September 30th and run for 12 days ending on October 11th. Depending on the issues we find with the Unit 2 TIV this outage may be a shorter duration. During this time the penstock delivering water to the powerhouse will have to be drained and no water will be able to be released from any of the three units or the powerhouse ring jet valve. We will operate the ring jet valve at the Catawba Dam, so flows in the Catawba Bypass will not be affected. Flows below the Muddy Creek confluence downstream of the powerhouse will not be affected provided we operate the Catawba Dam ring Jet valve at its full capacity (approximately 75 cfs). Also, the reservoir level should remain within its normal range (assuming of course no extreme rainfall events). If we successfully meet our schedule, we will only impact one weekend of recreation flow releases. No impacts to flow releases or reservoir levels at Catawba - Wateree hydro stations in South Carolina are likely. I am making this notification and initiating consultation in accordance with the Catawba - Wateree Comprehensive Relicensing Agreement (CRA) Maintenance and Emergency Protocol (MEP). Per the MEP (see CRA Appendix D), this event is considered to be Condition A.1- Scheduled Hydro Unit Maintenance. Please respond at your earliest convenience. Thank you.
