(E) Primary Nursery Area: Yes (F) Water Classification: SC (Hydeland Canal) Open: No 1 FIELD INVESTIGATION REPORT: NCDOT—Hyde County SR 1122 Proposed Road Shoulder/Shoreline Stabilization PROJECT SUMMARY: The applicant proposes to stabilize the roadway shoulder/shoreline along SR 1122 (Hydeland Rd.) with approximately 2,728' of new rip rap revetment to establish a consistent 5' wide road shoulder adjacent to Hydeland Canal near the of community of Swan Quarter, Hyde County. 8. NARRATIVE DESCRIPTION: Project Setting SR 1122 (Hydeland Rd.) is a secondary road that is located in Swan Quarter, Hyde County. The road is a paved two-lane road with approximately 10' travel lanes and no paved shoulders from the intersection with SR 1121 (Juniper Bay Rd.) and continuing for approximately 0.8 miles to the North Carolina Wildlife Resource Commission (NCWRC) Hydeland Canal boat ramp located on the road. South of the boat ramp, SR 1122 (Hydeland Rd.) the road is an unimproved gravel road with a total travelling width of approximately 18'. Grass shoulders in this area of the roadway range from approximately 0'to 5' wide. The immediate vicinity is undeveloped agricultural land and forest/open space. A portion of Gull Rock Game Land borders the east side of the roadway in the vicinity of the NCWRC boat ramp. There are single family homes located on SR 1122, but none in close proximity to the project area. A roadside manmade borrow canal (Hydeland Canal) is adjacent to the west side of the roadway starting approximately 0.2 miles to the north of the WRC Hydeland Canal boat ramp and continuing for approximately 0.9 miles to the south. At this point. SR 1122 makes a 90 degree turn to the east and continues away from Hydeland Canal. There are areas of existing stabilization revetments along approximately 1,052' of the canal bank. The NCWRC Hydeland Canal boat ramp consists of two(2)launching lanes approximately 14'each in width,a courtesy dock and parking for approximately 20 boat trailers in a gravel parking area. There are no restroom facilities located at the boat ramp. Additionally, an existing unimproved gravel boat ramp is located at the southern end of the proposed stabilization area. It is approximately 3.7 miles from Hydeland Canal through Juniper Bay Creek and ultimately to the waters of Pamlico Sound from the NCWRC boat ramp area. The canal ranges from approximately 60'to 65' in width and approximately 9' depth in the main channel with shallower depths along the canal banks. Coastal marsh areas dominated by Juncus roemerianus (Black Needlerush) and Typha (cattails) are located on the west side of the canal and on the east side of the roadway,but none are located in the immediate revetment area. The U.S. Army Corps of Engineers (USACE) delineated approximately 190' of 404 Wetlands at the northern end of the project. 2 FIELD INVESTIGATION REPORT: NCDOT—Hyde County SR 1122 Proposed Road Shoulder/Shoreline Stabilization There are no stormwater runoff controls on the road. Stormwater sheet flows directly into the adjacent roadside canal or wetlands from the road. No existing utilities are within the Right- of-Way at the project location. The application states that no archaeological assessment of the project area has occurred prior to submittal. The Environmental Management Commission has classified Hydeland Canal as Class SC in the proposed project area and is located within the Tar-Pamlico River Basin. The North Carolina Division of Marine Fisheries has classified Hydeland Canal in the proposed area as Joint Waters and a designated Primary Nursery Area. The waters are closed to shellfishing by the Shellfish Sanitation Section of the Division of Marine Fisheries. Submerged aquatic vegetation was not observed from the canal shoreline. The Federal Emergency Management Agency has designated the project area as a Zone AE flood hazard area. Due to historical erosion issues, NCDOT has previously obtained six CAMA General Permits (five 7H.1100 and one 7H.1700) to stabilize approximately 1,784' of canal bank/road shoulder. The latest General Permit (issued on June 15, 2021) addressed nine (9) areas totaling approximately 250' that presented an immediate hazard to the public utilizing the roadway. These nine(9) areas, including the associated impacts, are depicted on the workplan drawings submitted with the current application. Project Proposal Due to the continued erosion of the shoreline,NCDOT proposes to stabilize approximately 2,728' of shoreline along the western shoulder of SR 1122 with class B riprap in the project area. The applicant states the purpose of this project is to stabilize an eroding road shoulder and maintain a consistent 5' wide shoulder. The applicant states boat wake erosion from the heavily utilized boat ramp has created a hazard to truck and boat trailer traffic. The class B rip rap would be supported by woven nylon geotextile fabric and be placed at a minimum 2:1 slope. The revetment would have an average width of 6' water ward of the Normal Water Level (NWL). Exposed fill material would be seeded and mulched. Placement of revetment material would be completed using a tracked excavator or rubber tire backhoe being operated from the existing gravel roadway. The applicant states that it is likely matting would be utilized at one point of access to support heavy equipment while crossing 404 wetlands during the placement of revetment material that cannot be reached from the existing roadway at the north end of the proposed project. The exact location of the 404 wetland crossing would be determined at a future date. Anticipated Impacts As proposed, the road shoulder/shoreline stabilization along SR 1122 would result in the filling of 14,854 sq. ft. of open water/shallow bottom and have no impacts to wetlands. The project would add approximately 2,728' of new bank stabilization and the project is not expected to impact navigability in Hydeland Canal, once the project is completed. 3 FIELD INVESTIGATION REPORT: NCDOT—Hyde County SR 1122 Proposed Road Shoulder/Shoreline Stabilization The project would temporarily impact usage of the roadway during construction activities and access to the unimproved boat ramp at the southern terminus of the roadway could be disrupted. The applicant states the proposed project would not alter the continued use of the existing unimproved boat ramp following project completion. Disruption in the public usage of the NCWRC boat ramp is not anticipated during construction activities. A localized increase in turbidity can be expected during any in-water construction activities related to the proposed project. The proposed project would increase the safety of the traffic on SR 1122 by stabilizing the shoulder of the roadway and continue to provide a reliable roadway for the community of Swan Quarter, Hyde County.
