This facility utilizes the following treatment units: • Bermed secondary containment for ASTs with hand -operated discharge valve (normally closed) • Oil -water separators (in series) • Carbon filtration system Renewal Summary This renewal contains the following proposed changes: • Added footnote for Oil & Grease (#7) to the effluent table in Section A. (1.), per the 2005 Guidance on Petroleum Bulk -Storage facilities. • Removed monitoring for EPA Method 625 in the effluent table in Section A. (1.) as no parameters were detected during the previous permit cycle, per the 2005 Guidance on Petroleum Bulk -Storage facilities. • Removed Turbidity limit in the effluent table in Section A. (1.) as recent data did not show a reasonable potential to exceed water quality standards. Per the 2005 Guidance on Petroleum Bulk - Storage facilities, the most recent two years of data were used in the RPA. • Updated the language in Section A. (2.) to include the new electronic submission information for testing results. • Updated Section A. (4.) Electronic Reporting of Discharge Monitoring Reports to reflect current federal requirements. Most recent inspection (February 2020) showed the facility to be in compliance. No violations have been issued since 2006. Whole Effluent Toxicity (WET) Testing In accordance with current permitting strategies for Petroleum Bulk -Storage facilities (see 2005 Strategy), WET testing is required in this permit as Acute Annual toxicity monitoring [TAE6C] with Fathead Minnow (Pimephales promelas). This facility has passed every annual test during the past permit cycle (tests conducted between February 2017-January 2021). RPA for Bulk Storage (2016 Generic RPA for non -hardness dependent) A flow (Qw) of 0.27045 MGD was used, as it is the maximum, monthly average flow during the past four years (February 2017-February 2021). A reasonable potential analysis was conducted on effluent toxicant data collected between September 2016 and February 2021.
