Facility Summary
This facility discharges 100% industrial wastewater. This facility serves a Surface -Water Pollution Control
System for stormwater in proximity to above -ground storage tanks (ASTs) for surface bulk -storage of
ethanol and petroleum hydrocarbon fuels with capacity exceeding one million gallons, and fuel -truck
loading racks. This facility utilizes the following treatment units:
• Bermed secondary containment for ASTs with hand -operated discharge valve (normally closed)
• Oil -water separators (in series)
• Carbon filtration system
Renewal Summary
This renewal contains the following proposed changes:
• Added footnote for Oil & Grease (#7) to the effluent table in Section A. (1.), per the 2005 Guidance
on Petroleum Bulk -Storage facilities.
• Removed monitoring for EPA Method 625 in the effluent table in Section A. (1.) as no parameters
were detected during the previous permit cycle, per the 2005 Guidance on Petroleum Bulk -Storage
facilities.
• Removed Turbidity limit in the effluent table in Section A. (1.) as recent data did not show a
reasonable potential to exceed water quality standards. Per the 2005 Guidance on Petroleum Bulk -
Storage facilities, the most recent two years of data were used in the RPA.
• Updated the language in Section A. (2.) to include the new electronic submission information for
testing results.
• Updated Section A. (4.) Electronic Reporting of Discharge Monitoring Reports to reflect current
federal requirements.

Compliance History
Charlotte Terminal 2 has no enforcements on record. Most recent inspection (February 2020) showed the
facility to be in compliance. No violations have been issued since 2006.
Whole Effluent Toxicity (WET) Testing
In accordance with current permitting strategies for Petroleum Bulk -Storage facilities (see 2005 Strategy),
WET testing is required in this permit as Acute Annual toxicity monitoring [TAE6C] with Fathead
Minnow (Pimephales promelas).
This facility has passed every annual test during the past permit cycle (tests conducted between February
2017-January 2021).
RPA for Bulk Storage (2016 Generic RPA for non -hardness dependent)
A flow (Qw) of 0.27045 MGD was used, as it is the maximum, monthly average flow during the past four
years (February 2017-February 2021).
A reasonable potential analysis was conducted on effluent toxicant data collected between September 2016
and February 2021. Based on this analysis, the following permitting actions are proposed for this permit:
• Benzene — no detects; monitoring kept at quarterly per current permitting strategy for Petroleum
Bulk -Storage facilities
• Toluene — no reasonable potential to exceed water quality standards; predicted max < 50% of
allowable concentration; monitoring kept at quarterly per current permitting strategy for Petroleum
Bulk -Storage facilities
• Ethylbenzene — no detects; monitoring kept at quarterly per current permitting strategy for
Petroleum Bulk -Storage facilities
• Xylenes Mixture — no reasonable potential to exceed water quality standards; predicted max < 50%
of allowable concentration; monitoring kept at quarterly per current permitting strategy for
Petroleum Bulk -Storage facilities
• Napthalene — no detects; monitoring kept at quarterly per current permitting strategy for Petroleum
Bulk -Storage facilities
• MTBE — no detects; monitoring kept at quarterly per current permitting strategy for Petroleum

outfall location, Outfall 001.

I appreciate the opportunity to review the subject draft NPDES permit and have included my
response below in bold to satisfy the new paperless standards.
I concur with issuance of the above permit as I have no appreciable expertise in implementation
of the Clean Water Act requirements and have minimal understanding of the information
provided. As a result, I have no basis for opposing the permit.
Please also note that the nearest downstream raw water intake for a public water system is
associated with the City of Belmont and is located approximately 10.3 miles downstream.
If you have any questions or need any additional information, please let me know.

The North Carolina Environmental Management Commission proposes to issue
a NPDES wastewater discharge permit to the person(s) listed below. Written
comments regarding the proposed permit will be accepted until 30 days after
the publish date of this notice. The Director of the NC Division of Water Re-
sources (DWR) may hold a public hearing should there be a significant degree
of public interest. Please mail comments and/or information requests to DWR
at the above address. Interested persons may visit the DWR at 512 N. Salisbury
Street, Raleigh, NC 27604 to review information on file. Additional information
on NPDES permits and this notice may be found on our website: http://deq.

Kinder Morgan Southeast Terminals, LLC, Freedom Drive, Charlotte, Mecklen-
burg County, applied to renew NPDES permit for KMST Charlotte Terminal #2
[NC0004839] for its surface -water pollution prevention system discharging
treated stormwater to Long Creek, Catawba River Basin. Currently Turbidity is
water -quality limited. This discharge may affect future wasteload allocations in
this portion of Long Creek. Kinder Morgan Southeast Terminals, LLC applied
to renew NPDES permit for the Charlotte Terminal #3 [NC0004723], 7325
Old Mount Holly Rd, Mecklenburg County, surface -water pollution prevention
system discharging treated stormwater/wastewater to Paw Creek, Catawba
River Basin. Currently Total Suspended Solids and Turbidity are water -quality
limited. This discharge may affect future wasteload allocations in this portion of
Paw Creek.
