Duke Energy is planning an outage at Bridgewater Hydro in order to inspect and hopefully repair the Bridgewater Unit 2
Turbine Isolation Valve (TIV). The outage is planned to start on September 30th and run for 12 days ending on October
11th. Depending on the issues we find with the Unit 2 TIV this outage may be a shorter duration.
During this time the penstock delivering water to the powerhouse will have to be drained and no water will be able to
be released from any of the three units or the powerhouse ring jet valve. We will operate the ring jet valve at the
Catawba Dam, so flows in the Catawba Bypass will not be affected. Flows below the Muddy Creek confluence
downstream of the powerhouse will not be affected provided we operate the Catawba Dam ring Jet valve at its full
capacity (approximately 75 cfs). Also, the reservoir level should remain within its normal range (assuming of course no
extreme rainfall events). If we successfully meet our schedule, we will only impact one weekend of recreation flow
releases. No impacts to flow releases or reservoir levels at Catawba - Wateree hydro stations in South Carolina are likely.
I am making this notification and initiating consultation in accordance with the Catawba - Wateree Comprehensive
Relicensing Agreement (CRA) Maintenance and Emergency Protocol (MEP). Per the MEP (see CRA Appendix D), this
event is considered to be Condition A.1- Scheduled Hydro Unit Maintenance. Please respond at your earliest

Dear Mr. Oakley,
On July 19, 2013, the North Carolina Division of Water Quality (Division) received your request
for comments on Duke Energy's planned outage at Bridgewater Hydro to inspect and
potentially repair the Bridgewater Unit 2 Turbine Isolation Valve (TIV) for the Catawba - Wateree
Hydroelectric Project (FERC Project No. 2232).
The outage is scheduled to begin September 30, 2013 and is anticipated to be completed
October 11, 2013 or sooner if possible. During the outage, water will not be released from the
Bridgewater powerhouse. Flows in the Catawba Bypass will not be affected. Flows below the
Muddy Creek confluence downstream of the powerhouse will not be affected provided the
Catawba Dam ring jet valve is operated at its full capacity (approximately 75 cfs). Provided
there are no extreme rainfall events, the reservoir level should remain within its normal range.
It is anticipated that one weekend of recreational flow releases would be impacted.
Replacement recreational flow releases need to be scheduled for this calendar year after
maintenance operations are completed. If it is determined that Critical Flow (75 cfs) within the
tailrace would not be maintained, consult with Chris Goudreau of the NC Wildlife Resource
Commission to determine whether monitoring of impacts to aquatic species within the tailrace
is necessary.
If the above recommendations are followed, the Division finds the proposed outage to be
consistent with the terms of the 2006 Comprehensive Relicensing Agreement and the 401
Water Quality Certification issued on November 14, 2008.
