We received the 401 Certification dated June 22, 2007 for Bowen Boulevard. We have not yet received an EEP
letter- we will make a phone call today to hopefully resolve that issue.
In reviewing the 401, on page 4 item 8 - it lists Monitoring Level I as a requirement along with use of a
conservation easement on the relocated reach.
Early in the review process, I remember discussing these issues with both you and Daryl. My understanding
was that since we're paying into EEP for mitigation, monitoring would not be required for the relocation and a
conservation easement was out of the question since one side of the stream would be within the airport tower
jurisdiction.
As Daryl put it we were going to make a good faith effort to restore the relocated reach to as natural a channel
as possible given the topography and circumstances, however monitoring would not be required.
