H i Ryan, I appreciate your effort in clarifying the transportation memo and the impacted zone definition. I have updated the drawings to identify the impacted zones, and referenced related details for your use. Attached are the documents regarding our discussion. In the attached drawing (New Garden Road Sidewalk Gap Authorization Drawing), a fill line is symbolized with the line "F"which represent areas to be graded,with some minimum fill material within the zones. The extended concrete curb is a 12—18 inches curb height(see typical detail #2) used to avoid backfill and stream impact within the zones. A 20 feet retaining wall (see typical detail #3)will be installed at seven feet at the back of curb by replacing some of the existing riprap to create a break in the slope, and to avoid impacting the stream. Please see "Inked—9-01- 2021_resized_LI.jpg". The red line shown indicates the proximity of the retaining wall. As we discussed, please see the comments below: In the attached authorization, Page 3- no impacts are listed in Buffer Z1 or Z2. Please revise to include the total buffer impacts proposed for the project. Additional information is requested regarding the Buffer Authorization Map_Plan 1 (see attached comments). The transportation memo is correct, buffer rules do not apply to areas of existing transportation use.The activities (intersection upgrades,widening sidewalks) are allowable by definition, but they need to be included into the overall impact to the riparian buffer. The current Map does not depict the existing access road and bridge crossing. The unnamed tributary continues east under the bridge and should be accurately depicted along with the associated buffers. Additional details are requested regarding the placement and stabilization of fill proposed along the embankment of New Garden Road to support the sidewalk construction. Describe what methods will be used to install rip-rap or a retaining wall to avoid impact into the bed and bank of the stream feature itself. *NOTE Any impacts to the stream (temporary or permanent) will require a written 401 permit, if buffer impacts are outside of existing transportation facility. If buffer impacts are within existing transportation facility, a written 401 is not required but the project will be subject to our GC4132 in addition to Buffer Cert. (if there are stream impacts).
