FIELD INVESTIGATION REPORT: 8/22/97 NC Underwater Archeology Unit - Mark Wilde- Ramsing PAGE ##2 The project site is located in the Atlantic Ocean, approximately 1.5 miles south of the Fort Macon State Park, and 1200 yards west of the federally maintained channel in Beaufort Inlet, in Carteret County. This is the site of a shipwreck presumed to be that of the Queen Anne's Revenge, the vessel thought to be the pirate ship of the privateer known as Blackbeard. The NC Department of Cultural Resources has designated an area 600 yards in diameter around the wreck as "protected area ". The Atlantic Ocean carries a water quality designation of SB by the Division of Water Quality; The Carteret County Land Use Plan classifies all areas within designated Areas of Environmental Concern as Conservation; the Division of Marine Fisheries does not designate the Atlantic Ocean as a Primary Nursery Area; and the waters of the Atlantic Ocean are open to the taking of shellfish for consumption. The ocean bottom composition at the wreck location is coarse grained sand. The Underwater Archeology Unit of the Division of Archives and History is proposing to do experimental excavation around the wreck remains for the purpose of determining the significance of the wreck, and in order to guide future decisions regarding site excavation, and artifact recovery and protection. The shipwreck site is recognized by the number 0003BUL The dimensions of the hull of the ship are suspected to be ±85' x 20', while the artifact spread is anticipated to be ± 150' x 50'. The vessel lies covered with a thin layer of sand in approximately 20' - 25' of water. The proposal is to excavate 5 trenches; three will be approximately 10' x 4' in size, to an anticipated depth of 3' below substrate level; two are to be 5' x 5', to a depth of 2' below substrate. This excavation will allow for the extraction of smaller artifacts that will help determine the significance of the find. Approximately 15 cubic yards of sand will be removed by means of a hydraulic induction dredge, with a 3" hose. This system will carry the effluent to a containment area alongside the wreck for filtering. The sand will be filtered through screens, artifacts removed, and spoil re- deposited back into the trenches from which it came. The process is expected to take 4 weeks to complete, and is anticipated to commence in October of this year. The project as proposed will employ an unorthodox method of spoil placement. However, given the amount of spoil generated by the project, and the composition of the material to be excavated, there should be no significant increases in turbidity. yt MEMORANDUM: TO: JOHN PARKER FROM: T. Barrett t_ SUBJECT: COMMENTS & RECOMMENDATIONS - MAJOR PERMIT APPLICATION NC Underwater Archeology Unit - Division of Archives and History DATE: August 22, 1997 Excavation and spoil deposition are not specifically addressed under T15A .07H .0300 for the Ocean hazard AEC, outside of beach renourishment. However, they are addressed in T15A .07H .0208(b)(6)(2) concerning the Estuarine System, which is more vulnerable to bottom disturbance and turbidity impacts. Utilizing the Estuarine System rules to be conservative, this project would be consistent through the application of T15A .07H ,0208(b)(6)(2)(G) which states that "Pul)licly funded projects shall be considered by review agencies on a case -by -case basis with res uect to dredging methods and spoil disposal ". This project will employee unusual excavation and spoil disposal methods due to the fact that the intent is different than a typical dredging project. However, given the system in which the project lies, the limited amount of disturbance, and the heavy, coarse bottom composition, there should be no significant impacts that would preclude the application of this rule. Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) Depths Of all units below the bottom surface are expected to range from 2 to 3 feet. SCUBA I divers using a hydraulic ixiducti.on dredge system will perform the Iexcavations, During this process sediments will be carefully I removed and carried through a 3 -inch hose to a Containment area, either on the surface or on the bottom Outside the shipwreck, I where the outfall will be strained though 1 /8" to 1 /4" mesh screen, thus capturing small artifacts. The filtered spoils will I be used to backfill the excavated portions within the shipwreck site. A total of 15 cubic yards of coarse sand and cultural materials are expected to be remQVeid from the bottom during site testing. some of that material will be returned to the site as backf ill after testing is complete. Excavation will be confined to daylight hours and will be intermittent throughout the day, allowing breaks for archaeologists to check progress, examine structural features and take measurements. Proposed Project: The applicant is the Underwater Archeology Unit of the Archives and History DIvision of the Department of Cultural Resources. The unit is applying to perform an experimental expedition of a shipwreck thought to be the remains of the Queen Anne's Revenge. The development involved will consist of minor excavation of trenches to determine the significance of the wreck.
