Dear Ms. Hyler:
On August 19, 2021 a Pretreatment Audit Inspection (PAI) was performed by Alex Lowe of the
Winston-Salem Regional Office. Ms. Carrie Hyler and Ms Alannah Russell were present for the
inspection. The purpose of this inspection was to determine the effectiveness of the City's
pretreatment program; the inspection included shadowing an industrial user inspection at Cintas
Uniform Services, reviewing documentation of all pretreatment program elements, and
determining adherence to the enforcement response plan.
Compliance Interview
The pretreatment program includes 22 Significant Industrial Users, 13 of which are Categorical.
Only one of the SIUs, Handcraft Linen Services, was found to be in Significant Non -Compliance
for the most recent semi-annual period. In this case, the cause of non-compliance was determined,
and a resolution was reached. The SIU was also issued a civil penalty, which was paid.
Ms. Hyler conveyed confidence in the pretreatment program's ability to conduct the required data
collection and enforcement across all their permitted SIUs. She indicated that all necessary
resources were available to her and her team, and that communication with her SIU representatives
remains consistent and reliable.
