This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0080659. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This inspection was conducted to determine if the system is being operated and maintained in compliance with permit no. NC0080659. Jo Davis (Maintenance), Andy Greg (Director of Operations and Maintenance), and Randy Joseph (ORC) were present during the inspection. The 0.009 MGD WWTP accepts flow from two neighboring schools – Madison Middle and Brush Creek Elementary, with individual grease traps for each school. The flows combine into a septic tank which delivers flow to the two recirculating sand filters. The plant is designed to re-circulate flow at a ratio of 3 to 1 prior to tablet chlorination and dechlorination. At the time of the inspection, one pump which delivers water to the sand filter from the septic tank was out of operation. A fuse was changed following the inspection and both pumps were verified to be operational. Additionally, the flap valve on the effluent discharge pipe was not present and sediment was observed in the dechlorination chamber, indicating that backflow was occurring.
