The Grove WWTP
High -Rate Infiltration System
Carteret County
Division of Water Resources' Central and Regional staff has reviewed the application package
received June 7, 2021. However, additional information is required before the review may be completed.
Please address the items on the attached pages no later than the close of business on October 4, 2021.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A through E, or failure to provide the additional information on or before the above requested
date may result in your application being returned as incomplete.
Please reference the subject application number when providing the requested information. All
revised and/or additional documentation shall be signed, sealed and dated (where needed), with two paper
copies and one electronic copy submitted to my attention at the address below.

A. Water Balance/Geotechnical Report:
1. Limited information was provided on the proposed structure's foundation and the potential impact
the foundation may have to the existing subsurface conditions. Please provide a copy of the
geotechnical report for this structure, including information regarding the depth to the groundwater
table, depth to the confining later (if encountered), and any potential impacts/interactions between
the proposed structure and the existing infiltration field.
2. Has the structure been designed with tolerance to potential varying groundwater conditions that
could be experienced from operation of this facility. For instance, if infiltration were to discontinue
at the site, would the different pore pressure impact the foundation and integrity of the parking
garage?
B. Engineering Plans:
1. Sheet 1 of 2 shows the Architect Rendering Plan and Elevation views. However, these schematics
appear to be conceptual and they are low resolution. Please provide engineering plan and profile
views for the parking deck and their relation to the existing conditions of the infiltration field and
its associated components. These plans shall provide existing conditions along with details of all
new work to be completed during construction.
2. The Vertical Clearance does not show the full extent of the piles or the dimensions of the pile caps.
These dimensions shall be included in the engineering drawings that are included as a response to
Item B.1.
3. As mentioned in the cover letter, fluorescent lighting is proposed throughout the ceiling of the first
level of the parking deck, which will continue over the drip field for illumination. Please provide a
detail of these lights.
4. As mentioned in the cover letter, stormwater on the proposed parking deck will experience sheet
flow down the ramp and away from the drip field. However, a detail of the drainage plans from the
parking deck is not shown on the engineering plans. Please include a detail showing these drainage
plans in relation to the siting of the infiltration field.
5. Please provide a brief construction sequence plan to detail how the parking deck will be constructed
while also allowing for adequate disposal of the wastewater generated under this permit. This plan
shall account for any anticipated interruptions to the disposal area that may be required during
construction.
6. The regional office staff have noted that there have been security issues at the facility, even with
signage posted as mentioned in the cover letter. Due to the potential increase in public traffic in the
area please provide a detail for fencing and access to the infiltration area.
C. Specifications:
1. Please provide a specifications package to describe the methods of construction, material to be
used, and means for ensuring the quality and integrity of the infiltration field and its associated
components during the construction of the parking deck. These specifications shall include, at a
minimum, a detailed construction schedule as required in Item 13.5. and a plan of recourse in the
event that construction causes damage to the infiltration activities in the basin.

D. Operation & Maintenance Plan:
Please provide a discrete Operation and Maintenance (O&M) Plan as required by permit Condition
I11.2. that fulfills the requirements in 15A NCAC 02T .0707(a) which addresses any O&M changes
incurred due to the proposed construction of this parking deck. This plan shall address potential
issues that may arise due to the limited vertical clearance that may impede O&M activities. It shall
also clarify where and how perimeter access to the fields will be provided for maintenance
equipment, as well as detailing how public access will be restricted to the infiltration fields.
E. Groundwater Monitoring:
1. The regional office noted that monitoring well MW-1 was damaged and will need to be replaced.
Please provide a plan for the replacement of this well. This plan shall be approved by the
Wilmington Regional Office, and the location of the well shall be included on the plans as required
in Section B.
