PROJECT SUMMARY: The applicant proposes the reconstruction of a previously existing community docking system that was condemned and removed by NC DOT as part of the construction of the Neuse River Bridge. DESCRIPTIO, ► 169 The project site is a 26.26 acre tract located adjacent to the Trent River at the conflux with the Neuse River on the west side of the Neuse River Bridge. The tract ranges from 5' to 10' in elevation, and is vegetated with hardwoods and typical lawn grasses. The shoreline is stabilized along its entirety with a timber bulkhead wall. This property was subdivided into 24 single family residential lots, with all roadways and associated amenitie 's, including a 14 slip community marina and boatramp, authorized under State Permit #179 -90, which expired on 12131/93. The installation of the roadways, bulkhead, and pier were completed when NC DOT condemned the easternmost portion of the lot for the construction of the Neuse River Bridge. The pier was removed with this project. Subsequent to the condemnation, the lots were re- aligned, and the development was left with 14 platted lots. The northeast portion of the tract is presently set aside for community use, and is undivided. Six homes have been constructed. These homes are serviced by private wells and septic tanks. There are twol:stormwater detention ponds on the site. The Trent River is a tributary to the Neuse River, classified SB swamp, Nutrient Sensitive Waters, by the Division of Water Quality. The area is not designated Primary Nursery Area by the Division of Marine Fisheries, and according to the Division of Shellfish Sanitation, has no shellfish resource. The body of water is approximately 1800' across at the project site, with a sandy bottom and exposed peat. The tract addressed under this application has approximately 1400 linear feet of shoreline, with approximately 580 linear feet currently dedicated for community use. The Craven County Land Use Plan classifies the area as Developed, with all areas within CAMA Areas of Environmental Concern classified as Conservation. There has been an archeological assessment performed on the site by Wake Forest University. Because of the DOT condemnation and subsequent loss of water access amenities afforded the residents of this community, the developer is now requesting to reconstruct the pier on a smaller scale, approximately 300' west of the original location. The 6' wide pier will begin at the bulkhead and extend 148' into the Trent River. There is to be a 158' x 8' T -head extending east and west from the pier. There are 5 finger piers proposed for 16' long and 4' wide, with 11 mooring pilings associated. The mooring pilings are to be placed 32' waterward of the T -head, and with the finger docks provide for 10 mooring spaces. These spaces are to be approximately 14' wide, and terminate in -9' to -12' of water. The structure is to be located +130' from the adjacent riparian corridors, and is to be elevated approximately 6' above the normal water level. At its closest point, the dock lies within 377' of the Neuse River Bridge. The applicant is also proposing to relocate the roadway leading to the community pier. The road will extend from Shoreward Lane toward the river, terminating approximately 20' from the bulkhead, approximately 120' east of the pier. The road lies within a 40' right of way, and will have a 20' paved surface, with 10' vegetated shoulders on either side. Overall road length is proposed for 610', ending in a 75' cul -de -sac. This feature results in less than 10% impervious surface coverage within the estuarine shoreline. [ t :j I I W41V Y 01 1 lul' The Public Trust Area to be incorporated by the proposed pier and docking facility is approximately 7208 square feet. The high ground area to be graded for the roadway is approximately 28, 818 square feet, yielding approximately 14, 576 square feet of impervious area. Turbidity impacts are to be expected during pier construction. Future development of the area is to be expected with the construction of the roadway and cul -de- sac. This feature would seem excessive for the exclusive use of residents utilizing the pier, and provides no parking. Submitted by: T.
