City of Belmont WWTP - Permit #WQ0003281

Land Application of Residuals
Gaston County
Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection on April 19th
2021, for land application at Gaston county field sites: NC-GA-009-01 under this permit and NC-
GA-MH-02-05 under the US Biosolids, Inc. permit # WQ0037135. Analytical records were
requested by email on April 26th, 2021, and received by email on April 28th, May 3rd and May
10th, 2021. The MRO would like to thank your US Biosolids, Inc. contractors: Mr. David Key for
on -site assistance and Mr. Zach Key for email response with the related data. Land application
at the field sites viewed appeared to meet program requirements at the time of inspection.
MRO staff first arrived at NC-GA-MH-02-05 (under permit #WQ0037135). Per phone
discussion, land application of the Belmont residuals had just completed at this site and was
starting at NC-GA-009-01. The answers below are specific to the latter field under Belmont's
WQ0003281 permit; however, MRO staff confirmed the application at the previous site
appeared to meet similar compliance at the time of inspection; because, buffer flags, signage
and rain gauge were still in place, there were no signs of ponding or runoff and no detection of
odors or vectors.

be emailed. Soils, soil pH and Residuals Summary forms are reviewed with the Annual
Reports. LA was not conducted under this permit in 2019. The facility is also a source under
their LA contractor's permit # WQ0037135 and LA was conducted on fields under that permit in
2019 and on the date of this inspection.

Comment: Groundwater monitoring is currently not required. Soils are typically only evaluated when new
fields are added or a significant change warrants investigation. MRO staff viewed active
application at field site NC-GA-009-01. Belmont residuals were also applied to land under US
Biosolids permit # WQ0037135. MRO staff viewed NC-GA-MH-02-05 prior and after
(verification of rain gauge location. See additional details in Summary.

Comment: The source facility and land utilized for this event were both located in the Mooresville Region.
MRO staff reviewed site conditions and data specific to this event, which appeared compliant at
the time of inspection. The 2021 LA year is lust started and this multi -regional permit allows for
application from additional sources at a later date, thus questions related to annual report
totals were not examined. Winston-Salem Regional Office staff are the primary reviewers for
this permit.

Comment: This inspection was at the field sites only. The source facility was inspected in Jan. 2021.
Data was requested via email. MRO staff typically only reviews soils when new fields are added
or a significant change warrants investigation. Active LA was viewed at NC-GA-009-01 (under
Belmont's permit WQ0003281). Belmont residuals were also applied to land under this US
Biosolids permit. MRO staff also viewed NC-GA-MH-02-05 prior and after (verification of rain
gauge location). See Summary for additional details.
