SUBJECT: Application for Section 10 and Section 404 Nationwide Permit 6 for Field Investigation
for a Proposed Replacement of Bridge 15 over the Calabash River on NC 179 Business in
Brunswick County, WBS No. 67160.1.1, TIP No. BR-0160.
Dear Mr. Shaver,
The NCDOT is planning a limited subsurface investigation to gather information for the foundation
design of the above -referenced structure. The investigation will take place along the preferred
alternative alignment (see attached).
A private engineering firm has been selected to conduct the investigation with up to 11 Standard
Penetration Test (SPT) borings. These 11 SPT borings will be performed in the approximate
locations shown on the attached site map. Four of the SPT borings will be in the Calabash River. In
addition to the four SPT bores proposed within the river (B1-A, B2-A, B3-A and B4-A),
there will be three additional bores within a 5-ft radius of the original boring to core the Pee
Dee Formation soils making it total of 7 bores within the open waters of the Calabash River
and 7 bores along the existing road embankment.
The borings in the Calabash River will be advanced from a jack up barge that will be spudded at
each location and will have the capability to be raised up to prevent the barge from resting on the
bottom during the fluctuating tides. Each bore will consist of turning or driving 3-inch to 8-inch
diameter steel casings into the bottom creating minimal disturbance. Other drilling tools will be
used to sample the sediments and advance the hole within the steel casing. The steel casing will be
removed upon completion of the boring.
Any borings drilled on land will be performed with a rubber -tired drill rig from the existing
roadway embankment with no impacts to wetlands or waters.. These borings will also be 3-inch to
8-inch in diameter. Any disturbance from the borings should be limited to within a 2-foot radius of
the boring location.

All borings within the Calabash River will be drilled between the dates of October 1, 2021 and
October 29, 2021
Regulatory Approvals:
Section 10/404 Permit: In accordance with Final 2017 Regional Conditions for Nationwide Permits
(NWP) in the Wilmington District, Condition 2.2, NCDOT is hereby requesting written
authorization under Nationwide Permit No. 6 for the above -mentioned activities.
Section 401 Permit: The associated 401 General Certification 4132 will also apply to this project.
Notification thresholds or circumstances for these certifications are not applicable to this project
therefore written concurrence from the Division of Water Resources (DWR) is not required.
NCDOT will abide by all conditions listed in GC 4132, and will include a copy of the certifications
in the permit package and/or contract
