For all dischargers to all waters of the state:
Narrative aesthetic "Total Phenolic Compounds" water quality standard(300 ug/L).Data should be
supplied using US EPA Method 420.1(colorimetric)or US EPA Method 420.4(automated colorimetri,
and will be labeled"Phenols"or"Total Recoverable Phenolics". (EPA Parameter Code:32730)
For dischargers to Water Supply(WS)streams that chlorinate the effluent:
"Chlorinated Phenolic Compounds"in Water Supply classified waters is an aesthetic standard
at 1.0 ug/L.Concentrations of all chlorinated phenolic compounds,detected above the PQL,using
US EPA Method 625 data,should be summed*and compared to the 1.0 ug/L water supply water
quality standard for"chlorinated phenolic compounds".(EPA Parameter Code:34034)
The following is a list of Chlorinated Phenolic Compounds detected using US EPA Method 625:

4-chloro-3-methylphenol pentachlorophenol
Additional chlorinated phenolic compounds MAY be reported. If reported above the PQL,the
additional chlorinated compounds should be added to the five chlorinated compounds listed above
to calculate the total chlorinated phenolics in the sample.NOTE:these additional compounds are NOT
required to be reported by 40 CFR Part 136 regulations for US EPA Method 625.

3) Pretreatment Facilities-PERCS will need a copy of the
Dissolved to Total Metal Calculator spreadsheet and the
RPA sheet along with the Final Permit. Pretreatment
Facilities are required to renew their Headwords Analysis
after renewal of their permits.Since all their metal
allocations are likely to change PERCS needs to see any
new metal permit limits and the allowable allocations for
the dissolved metals to assess Maximum Allowable
Headworks Loading(MAHL)numbers for each metal
based on the Combined Hardness values used in the
permit writers RPA calculations.
4) For Cadmium,Lead,Nickel,Chromium and Beryllium,if
all the effluent sampling data for the last three to five
years shows the pollutant at concentrations less than the
Practical Quantitative Level(PQL),it is not likely a limit or
monitoring will be put in the permit. However,if the
estimated NPDES permit limit is less than the Practical
Quantitative Limit(particularly,Cadmium and Lead)and
the pollutant is believed to be present,to assess
compliance with the new standards and for future permit
limit development,monitoring for the pollutant will be
required.If the facility is monitoring for the pollutant in
its Pretreatment LTMP,no monitoring is needed in the
permit.

I.How to Determine Hardness for use with Dissolved Freshwater Standards for Permitting Purposes
