Maza, Vice President Harris Nuclear Plant 5413 Sharon Harris Road New Hill, NC 27562 Dear Ms. Maza: NORTH CAROLINA Environmental Quality August 31, 2021 Subject: Final NPDES Permit Permit NC0039586 Harris Nuclear Plant Wake County Facility Class II The Division of Water Resources is forwarding herewith the Final Major Modification for Roxboro Steam Electric Generating Plant. This modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). The Final Permit contains the following significant changes from your Draft Permit: 1). Monitoring for Total Zinc was removed from the permit to correct an error (Outfall 006). 2). The language in Special Condition A. (17) was updated to eliminate inconsistency with the Fact Sheet. The Final Permit maintains the following significant changes contained in the Draft Permit: 1). Special Condition A. (9) was edited to reflect completion of the Water Effect Ratio (WER) study. 2). The limits for Cu and Zn were eliminated from the permit based on the results of the WER study and the Reasonable Potential Analysis (Outfall 006). 3).
