Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The existing conditions on the -75 acre tract are approximately 25 % unimproved woodland and 75 % cleared land with mostly overgrowth. Black Creek runs close to the northern boundary and most of the wetlands are found on the north side. Parts of the cleared land were once used for farming. There is an unnamed tributary located along the western property line running south to north. The project area touches the Town of Four Oaks residential section on the southern side. Four Oaks Elementary School also touches the Project Area. 4b. Explain the purpose of the proposed project:* The purpose of the project is to provide single family housing in a subdivision setting for the growing Four Oaks area. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project plans to provide 101 single family housing lots in a subdivision setting. The streets and utilities will be provided by the developer. Septic will be provided using sanitary sewer. To avoid impacts, the sanitary sewer connection line will be directional bored under any existing wetlands and streams. The sewer will be installed by trackhoe and the streets graded by bull dozier and motor graders. The other utility lines will be installed by trenching. I don't know of any indirect impacts caused by this project. There will be 3 minor wetland impacts totaling 0.07 acres and no stream impact. 5. Jurisdictional Determinations 5a. On lots 48 the fill in reduced to just provide a 10 foot buffer between the back of the house and the wetland. On Lot 42 the driveway is being graded as close as possible to existing grade to reduce the amount of wetland impact, see notes on Sheet 3 of 3. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The remaining wetlands will be protected by silt fence located by a PLS so not to exceed the approved fill. the silt fence will serve as a barrier to protect the wetland from not only sediment but serve as a barrier to keep equipment and construction debris out of the wetland. The construction area and fill will be stabilized with a ground cover immediately after construction. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. I also included the Neuse Buffer determination letter from Water Quality in Raleigh by Erin Deck. The project is located In Four Oaks, there is no storm water program in Four Oaks. I had to check 3a plan included to be able to send the form. A query of the NCNHP database indicates that there are records for rare species, important natural communities, natural areas, and/or conservation/managed areas within the proposed project boundary. These results are presented in the attached 'Documented Occurrences' tables and map. The attached 'Potential Occurrences' table summarizes rare species and natural communities that have been documented within a one -mile radius of the property boundary. The proximity of these records suggests that these natural heritage elements may potentially be present in the project area if suitable habitat exists. Tables of natural areas and conservation/managed areas within a one -mile radius of the project area, if any, are also included in this report. If a Federally -listed species is documented within the project area or indicated within a one -mile radius of the project area, the NCNHP recommends contacting the US Fish and Wildlife Service (USFWS) for guidance.
