9. NARRATIVE DESCRIPTION:
Project Setting
Dunescape Villas Condominium is a multi - building condominium complex
located adjacent the Atlantic Ocean on Salter Path Road (NC 58) in Atlantic Beach,
Carteret County. The Homeowner's Association owns a 5 -acre tract of land across NC
58 adjacent to an embayment off Hoop Pole Creek. The wastewater treatment plant
for the condominium complex is located on this parcel along with a graveled parking
lot and fenced -in boat storage area. A wooded area buffers the sides and sound side of
the plant, parking lot and storage area. The tract eventually grades down to an
extensive black needlerush Juncus roemerianus) and smooth cordgrass (Sl2artina
alterniflora) marsh. Immediately to the east is the Bogue Shores Motel and
Condominium Complex, while immediately to the west is a 90+ unit mobile home
park.
Water depths along Hoop Pole Creek adjacent the project site are shallow and
according to the applicant are approximately -4.5' below MLW. Aerial photographs
indicates the presence of an unpermitted shallow channel from Bogue Sound into the
embayment. Hoop Pole Creek is classified as SA waters, is not a Primary Nursery
Area, and is closed to shellfishing.
Project Description
The applicant proposes to construct a 10 -slip residential dock. A 6' wide by
235' walkway extends over high ground to the marsh. It spans 100' of intertidal
marsh, 50' of tidal marsh and extends 90' out into the Public Trust Waters of Hoop
Pole Creek. The proposed dock has a 6' X 150' "T "- shaped platform, five 3' wide X
10' long finger piers and a 12' X 12' roof covered open gazebo. Each of the ten slips
would be 15' wide and 25' long. According to the applicant, only small boats
measuring 24' in length or less would utilize the docking facility.
Anticipated Impacts
The 25' X 150' slip area would usurp approximately 3,750 ft2 of Public Trust
Waters, while 468 ft2 of PT would be covered by the pier, 144 ft2 of PT covered by
the gazebo with another 900 ft2 of PT being covered by the "T" shaped platform. The
total Public Trust usurpation would be 5,262 W. Approximately 900 ft2 of Coastal
Wetlands and 600 ft2 of 404 would be shaded by the dock. Approximately 810 ft2 of
high ground would be disturbed by construction of the walkway. Construction of the
dock would result in a temporary, localized increase in turbidity. In addition, use of
the docking facility during low tide could potentially disturb the shallow water habitat.
