FIELD INVESTIGATION REPORT: CARL WILLIAM KOGSTROM /CARTERET PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is approx. a 1.5 acre tract located on the west side of Wards Creek and in the community of Bettie, Carteret County. The property is located on the south side of U.S. Hwy 70 and a dirt lane provides access off the Highway to this and other residential properties. A human - made boat basin was excavated into the property in the late 1960's. A Dredge and Fill Permit (# 101 -74) was issued to a former property owner which authorized the maintenance of the basin. Several General Permits have also been issued over the years for maintenance excavation. CAMA Permit #42 -89 was issued to the present property owner and authorized the construction of a bulkhead in the basin and the construction of an unenclosed boat house over the basin. The bulkhead was built and the pilings were installed for the boat house, however, the boat lift and the roof were never built. On the north side of the basin a very low area exist which is vegetated with Coastal and apparently `404' Wetlands. The applicant's shoreline adjacent to Wards Creek also has a border of Coastal Wetlands which is up to 40' in width. The waters at the project site have been classified as SA and are open to the harvesting of shellfish. Elevations at the site range from 1.8' to 4.0' feet above Mean Sea Level. A potential archeological site is located in close proximity to the property. The applicant is proposing to construct a 4000 sq. ft. house on high ground and to build a larger boat house over the existing boat basin than was authorized by CAMA Permit #42 -89. The house is proposed to be constructed in such a fashion that the building will terminate at the edge of the existing bulkheaded boat basin. From there, the roof line of the house will be projected over the boat basin area which will serve as the roof for the boat house. Plans included with the application indicate that the roof covering the boat house will have a vertical clearance of 11'6 ". The existing pilings within the canal will be used to support a proposed boat lift. 10. ANTICIPATED EMPACTS: The project as proposed will result in the impervious coverage of approximately 5,600 sq.ft. of surface area within the Estuarine Shoreline associated with the house and driveway. This would represent a 25 % coverage of the lot area within the Estuarine Shoreline AEC. The roof extension over the existing boat basin will shade approx. 1680 sq. ft of Estuarine Waters. The roof design will provide for approximately 11'6" of enclosed clearance and could have the potential to be used for storage or other non -water dependent activities. Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use 'of larger, drawings.)
