In response to your letter dated May 20, 2003 regarding excess flow rates through the wastewater treatment
plant covered in the above permit. Pilkington North America, Inc. (PNA) offers the following summary of
actions taken to correct the flow issues. -
During the month of May, PNA conducted an investigation into the reasons for the excess flows into the
sanitary treatment plant. Two possible flows were identified. One area of additional flow appeared to be
stormwater infiltration into the treatment plant. Stormwater was observed going into a drain that was
thought to go through the treatment plant. Due to the relatively heavy rains experienced during the second
quarter of this calendar year, this was thought to have contributed to the higher flows seen in April and
May 2003. PNA also identified a break in a process sewer that was located adjacent to a sanitary sewer.
Wash water from the glass process was found to be leaking into the sanitary sewer from the break in the
process sewer.
In the month of June, PNA retained a contractor to grade the area around the treatment plant itself to
minimize the amount of stormwater draining into the treatment plant. Secondly, PNA retained a contractor
to line the damaged process sewer thereby preventing process water from entering into the sanitary sewer.
PNA believes that the, above actions are sufficient to bring the sanitary flow rates back down to below
