Enclosed please find a copy of the Technical Assistance Inspection form from the inspection conducted on
November 14, 2006. The Technical Assistance Inspection was conducted by Mark Brantley, Environmental
Chemist, of the Fayetteville Regional Office. The cooperation of Shaunna Johnson,.Environmental.Cotnpliance
Manager, was greatly appreciated. The facility was found to.be in Compliance witli permit NC0049514. As a
reminder, preservation of the Waters of the State can only be achieved through consistentNPDES Permit
compliance.

A technical assistance visit was performed at the request of the facility to help determine why, chlorine was
being detected at levels greater than the NPDES discharge permit allowed in the effluent disaharge. .After
talking with Shauna Johnson (Environmental Manager for Pilkington);: Ricky Odum (ORC for the domestic
wastewater plant at Pilkington), and Hach,technical essistapcegroup it was thought that oxidized
Manganese or Chromium could be causing interference iri the Uttre Low Level Chlorine Test. The Hach
technical support group recommended treating the sample with reagents -from the troubleshooting guide to
eliminate the inference. Since this has been incorporated in the testing procedures the results from the
Ultra Low Level Chlorine Test have been below permitted limits.
It was then concluded that oxidized Manganese or Chromium was causing interference in the testing
procedure.
