RE: Stormwater Discharge Outfall Monitoring Report
Columbia Forest Products, Old Fort, North Carolina
COC No.: NCG210136
To Whom It May Concern:
Please find attached the Stormwater Discharge Outfall Monitoring Reports for Columbia Forest
Products located in Old Fort, North Carolina (Columbia Carolina). Columbia Carolina operates
under Certificate of Coverage Number NCG210136. Stormwater samples were not collected during
the month of July due to no discharge. During a rain event on 71612021, Columbia Forest Products
attempted to sample however both outfalls to be sampled were dry. Enclosed is picture of the rain
gauge on 7/6/2021 to show that 0.5 inches of rain fell but no discharge was observed and the Log
Yard Rain Log to show that the remaining of the month had rainfall on weekends or were less than
0.5 inches. Outfall #5 remains in Tier Two and will continue to be sampled monthly until three
consecutive lab results below benchmark. Outfall #5 has one consecutive result below benchmark
and requires two consecutive samples below benchmarks once enough rainfall is observed and
collected. Due to a miscommunication with the lab and labels, Outfall 48 was not sampled during
the first semiannual sampling event in 2021. Sampling was attempted after the miscommunication
however a significant rain event has not occurred since the original sampling event. Outfall 48 will
be sampled at the earliest possible date for the first semiannual sampling event in 2021.

Jarrett Rhinehart

' Monthly sampling (instead of semi-annual) must begin with the second consecutive benchmark exceedance for the same parameter at the same outfall.
z For sampling periods with no discharge at any single outfall, you must still submit this discharge monitoring report with a checkmark here.
'The total precipitation must be recorded using data from an on -site rain gauge. Unattended sites may be eligible for a waiver of the rain gauge requirement.
See General Permit text, Table 3, identifying the especially sensitive receiving water classifications where the more protective benchmark applies.
Note: Results must be reported in numerical format. For example, do not report Below Detection Limit, BDL, <PQL, Non -detect, ND, or other similar non -
numerical format. When results are below the applicable limits, they must be re orted in the format "<XX m L" where XX is the numerical value of the
detection limit, reporting limit, etc. in mg/L.
Note: If you report a sample value in excess of the benchmark, you must implement Tier 1, Tier 2, or Tier 3 responses. See General Permit text.
