The undersigned, EBX-Neuse 1, LLC the Sponsor of the EBX Neuse Riparian Buffer Umbrella
Mitigation Bank (DWQ Number 08-1473), hereby certifies the following (Rudolph DWQ
Number 2010-0408):
HJ, Morris Construction, Inc. has deposited monies with the Sponsor sufficient to
acquire 34.725 Nutrient Reduction Credits (pounds of Nitrogen) from the Bank
for use on its 8103 Dreamy Way project in HUC 03020201 of the Neuse River
Watershed.
2. The 8103 Dreamy Way project requires a total of 34.725 Nutrient Reduction
Credits as mitigation. Of this amount 34.725 Nutrient Reduction Credits are being
provided by the Bank.
The Sponsor has deducted 34.725 Nutrient Reduction Credits from the Bank's
credit ledger for HUC 03020201 of the Neuse River Watershed.
A copy of the Bank's Credit ledger reflecting the above transaction is attached to this Affidavit.

TO: NORTH CAROLINA DEPARTMENT OF WATER QUALITY (DWQ)
The undersigned, Environmental Banc & Exchange, LLC, the Sponsor of the Ezell Nutrient
Bank (the "Bank ") (DWQ 42011- 07200), located in Granville County, NC, hereby certifies the
following:
1. H.J. Morris Construction, Inc. has deposited monies with the Sponsor sufficient to
acquire 2,938.5 Buffer Credits (square feet) from the Bank for use on its 8103 Dreamy
Way project (DWQ Project Number 13- 0427).
2. The 8103 Dreamy Way project requires a total of 2,938.5 Riparian Buffer Mitigation
Credits in HUC 03020201 as part of its mitigation. Of this amount 2,938.5 Buffer Credits
are being provided by the Ezell Nutrient Bank Site.
3. The Sponsor has deducted 2,938.5 Buffer Credits from the Bank's credit ledger from the
Ezell Nutrient Bank Site.
A copy of the Ezell Grove Nutrient Mitigation Site credit ledger reflecting the above transaction
is attached to this Affidavit.
