Narrative Description: The .Sandy Loft/Joe Hooper project is located at 103 Shore Drive in Atlantic Beach, Carteret County. Shore Drive is found by crossing the Atlantic Beach Causeway, turning east off of Hwy. 70 onto Highway 58. A left is taken on W. Bogue Sound Drive which then turns to Shore Drive. The property is located on the left hand side immediately after the road turns to the right. The site lies on the southern side of Bogue Sound in this area. The subject property is one lot totaling .26 acres in its entirety and averaging 3.5' in elevation above NHW. Currently on the high ground portion of the site is a single family dwelling. The high ground portion of the track is vegetated with grass and ornamental shrubbery. The entire shoreline is stabilized with a bulkhead. There is presently a docking facility on-site that supports a 13' X 13' boatlift and a 14' X 33' boat slip with 3 pilings. The shoreline of Bogue Sound in this location is colonized with Coastal Wetlands. On the waterward edge of the coastal wetlands is a 15' colony of oysters that runs the length of the shoreline. Landward of the oyster bed is a 40' fringe of Smooth Cordgrass (Spartina alterniflora) that transitions to a 5' fringe of Salt Meadow Grass (Spartina patens). A site visit indicated no SAV in the area. The shoreline has a total length along the NHW line of lOSft. The adjacent property to the east has a remnant dock. The Division of Water Quality classifies this area as SA-HQW waters. This area is not a Primary Nursery Area. This portion of Bogue Sound is closed to the taking of shellfish. Atlantic Beach's Land Use Plan dated 1993 classifies the upland portion of the lot as Developed Residential and the AEC's as Conservation. There are no shellfish leases in this area. 10. Proiect Description: The applicant is proposing to install atwo-pole boatlift. The proposed boatlift would be installed parallel to the shoreline. The proposed dock would have a total of 3 slips. Bogue sound is approximately 670' wide in this area. Water depths around the proposed boatlift average -3 NLW. The riparian neighbor to the east has waved the 15' riparian setback. Substrate composition is mostly sand. Riparian lines are an extension of the property lines. 11. Anticipated Impacts: This proposed boatlift would result in 104ft2 of open water incorporated. Minor increases in turbidity will occur while setting pilings. No coastal marsh would be filled or excavated during this project.
