PROJECT SUMMARY: The applicant proposes to construct a shared pier, platform, 2 finger piers and 4 boatlifts. Holt / Gandy Dock Page 2 9. PROJECT DESCRIPTION The project site is located at 715 Shoreline Drive West, adjacent to the Atlantic Intracoastal Waterway, on the mainland side of Sunset Beach, in Brunswick County. To get to the site from Wilmington take US Highway 17S to Seaside Road SW / NC-904. Turn left onto Seaside Road SW / NC-904 and travel approximately 3.5 miles to Sunset Blvd N / NC -179. Turn right onto Sunset BLVD N / NC-179 and travel approximately 1.8 miles to Shoreline Drive W / NC-179. Turn right onto Shoreline Drive W / NC-179 and travel approximately 1.3 miles to the project site, which is located on the left. The subject property consists of two residential lots, Lots 19 and 20, each consisting of approximately 1.6 acres with a combined shoreline frontage of approximately 185 linear feet. The property is bordered by Shoreline Drive West to the north, the Atlantic Intracoastal Waterway to the south and residential development to the east and west. The subject property averages approximately 6 feet above mean sea level and both lots have private residences on them. Upland vegetation consists of lawn gasses, landscape shrubs and hardwood species including Oak (Quercus spp.) and Redcedar (Junipc~rus virginiana). Other woody species include Loblolly Pine (Pinus taeda). Waterward of the upland vegetation is a vast stance of coastal and §404 wetlands which border the southern side of the property and span approximately 356' from the normal high waterline (NHW) to the AIWW. The coastal wetlands consist primarily of Black Needle Rush (Juncus roemarianus) and Salt Marsh Cordgrass (Spartina alterniflora). The Brunswick County Land Use Plan classifies the upland areas of this project as Conservation. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of AIWW as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. PROPOSED PROJECT The applicant is proposing a 4-slip shared docking facility, which would be located at the southwest corner of Lot 20 adjacent to the AIWW. The proposed access pier would measure approximately 6' wide by 500' in total length and would be elevated at least 4' above the marsh (see Sheet 2 of 2). The pier would extend waterward from the normal high water (NHW) line approximately 356' over low marsh (Salt Marsh Cordgrass) and approximately 126' into open water. The applicant is also proposing a.fixed "T" platform measuring approximately 86' in length by 5' in width, which would be centered at the terminal end of the proposed pier and would be aligned parallel to the shoreline and the established•channel of the AIWW (see Sheet 25 of 25). The applicant is also proposing a fixed platform measuring approximately. l6' in width by 24' in length, which would be located in the center of the proposed "T" platform on the waterward side. As proposed, there would be 2 finger piers, one on the west side and one on the east side of the center platform, each measuring approximately 24' in length by 31h' in width that would extend from the fixed "T" platform in a southerly direction perpendicular to the AIWW. The finger piers would serve as access for the four proposed boat lifts each measuring approximately 14'8" in length by 11'3" in width. As proposed, the structure would provide dockage for four vessels. The application states that the average water depth at the location of the proposed boatlifts is approximately -2.2' at Mean Low Water (MLW). Holt / Gandy Dock Page 3 10. ANTICIPATED IMPACTS The proposed access pier would result in the shading of approximately 2,136 sq. ft. of coastal wetlands. The proposed docking facility would incorporate approximately 3,250 sq. ft. of estuarine waters and public trust area. The proposed docking facility would extend approximately 126 feet into a waterbody that measures approximately 570 feet across. This distance conforms to the 1/4 width rule. As proposed, the structure would not encroach into the 80' USACE Federal Channel Setback and would also meet the 15' Riparian Corridor Setback adjacent to Lots 18 and 21. Minor increases in turbidity should be expected during construction...
